change and adapt to the insurgents’ operating environments. As always, the
insurgent attempts to stay one step ahead of the law or the military.
The primary conclusion to be drawn from this discussion is that the
Internet is a true force mobilizer and thus multiplier. More attention needs to be
paid to the Internet as an organizer of mass support and operational planner by
all types of law enforcement agencies, the military, and homeland defense
personnel. The Internet is facilitating mobilization of people faster than we can
comprehend and respond. Similarly the Internet is a new operational ground for
the employment of guerilla tactics and techniques that have proved themselves
over time. It is apparent that in a virtual battle with insurgents, it will be
difficult to remain ahead of the fight for legitimacy and the hearts and minds of
the population, especially the disenfranchised.
