PART TWO: TERMINOLOGY AND CONCEPTS
Part Two is composed of three chapters. They investigate the term
information operations in-depth and explore IO paradigms from both a US and
foreign perspective.
Chapter Four examines the US concept of information operations. It
considers whether the paradigm chosen by the Defense Department was an
accurate reflection of the terms “information” and “operation,” and whether the
concept IO now requires updating.
Chapter Five looks at the affect of specific linguistic, environmental,
historical, philosophical, technical, and cultural elements in the US, Russia, and
China on each country’s military view of cyberactivities, information
operations, and information warfare. The analysis results in three separate and
varying approaches to the new security environment.
Chapter Six compares the US concept of network-centric warfare to its
potential Chinese equivalent, “integrated network-electronic warfare.” This
similarity in concept, yet difference in terminology and application, of these IO
subsets is discussed in this chapter.
