supports the introduction in the analysis of both quantitative and qualitative criteria.<br />
Criteria such as the urgency of the project, the coherence of the objectives of the<br />
projects with those of the general policy of the firm as well as the social and<br />
environmental aspects should be taken into careful consideration. Therefore, MCDM<br />
contributes in investment appraisal through the identification of the best investment<br />
projects according to the problematic chosen, the satisfactory resolution of the conflicts<br />
between the criteria, the determination of the relative importance of the criteria in the<br />
decision-making process, and the revealing of the investors’ preferences and system of<br />
values. These attractive features have been the main motivation for the use of MCDM<br />
methods in investment appraisal in several real-world cases.<br />
The methodological framework for enhancing the efficiency of ICT investments in the<br />
Greek public sector is presented in great detail in Deliverable 1. This deliverable consists<br />
of two parts.<br />
In the first part of Deliverable 1, the effects of the efficiency of the IT investments are<br />
examined. This examination has, mainly, qualitative character and it concerns in the<br />
documentation of the great importance of IT investments on the public sector for a<br />
country like Greece, especially in the field of increasing the productivity of the public<br />
organizations. The extracted conclusions are focused on the fact that that the need for<br />
further exploitation of IT in the Greek public sector is imperative since this is maybe the<br />
only realistic way to increase the productivity and to fight bureaucracy, improving at the<br />
same time the means of interaction between citizens, enterprises and public<br />
organizations and/or institutions.<br />
In the second part of Deliverable 1, the methodological framework that has been<br />
developed for the appraisal of the information and communication technology public<br />
investments is elaborately described. Firstly, the relative popular international<br />
methodologies for the public ICT investments appraisal are mentioned and then, the<br />
theoretical background and principles of the Multiple Criteria Decision Making (MCDM) is<br />
presented in detail. In the second stage, the sub-framework of the Outranking Relations<br />
Theory is developed analytically, since on its basis is grounded the multiple criteria<br />
method ELECTRE III, which is utilized for the appraisal of the public ICT investments.<br />
The whole proposed methodology is presented and all the appropriate adjustments that<br />
have applied are described. Then, the procedures that followed for the definition of the<br />
weightings and the technical parameters/thresholds in the corresponding criteria of the<br />
methodology are also presented.<br />
