The problem with juries these days is the mass media that unofficially makes everyone a
juror, biased to the media outlet they're tuned to. However if an official live channel(s)
were provided for every trial at all levels then the unemployed can sit on their butts and
still serve society as a massive cross section jury. We've already had court TV for at least
20 years so it would be easy to utilize our judgment this way. I assume the greater
number of jurors, the fairer the judgment will be, as any bias will be averaged out. Here
the verdict can't be unanimous as the jurors are too many. It must be the majority. Since
it’s all real-time there is no room for spin, and delegation via boardrooms and chat will be
a standard 24 hours. The role of judges and lawyers could conceivably find an electronic
equivalent, but for now the process will remain the same in real space save for the jury.
The jury selection process is voluntary and not compensated. One potential issue is just
how much more theatrical does the lawyer have to be to appeal to a very large and
unknown jury?
BILL LEGISLATION – ISSUE VOTE PROCESS (IVP)
This is the heart of Direct Democracy, what makes it modern and superior to what it's
replacing. The IVP is the ultimate expression of democracy. The Greeks were able to do
this with a relatively small, privileged voting populace – educated men. Today with
massive populations and greater potential voting populace, Direct Democracy can only
work with mass communication. Although Direct Democracy could work on a global
level it must begin at the county level, prove its worth and then it can increase its scale.
Originally I had suggested each registered citizen has the right to draft one bill per voting
cycle. After doing the math, this lead to a potential clutter problem and redundancy
issues. A draft could be made suggesting unlimited drafts so in reality, and the point of all
this is, if something does not work it can quickly and conveniently be changed. I feel that
a fair law would be one draft per decade (also the suggested global vote cycle) which is
retroactive so older people don't feel cheated. This makes for between 5-7 IVPs over the
course of ones life. How many people will feel the need or desire to exploit this ability is
unknown.
Direct Democracy would begin like this:
County X holds a traditional vote to decide if Direct Democracy is something they want
to try. If yes then the Vote Hall, website, public access TV channels, and radio stations
are created according to allotted and agreed upon budget.
All laws pertaining to County X then come up for revote and are given a 5 year
expiration date from their new or unchanged status under Direct Democracy.
