JUSTICE<br />

The problem with juries <strong>the</strong>se days is <strong>the</strong> mass media that unofficially makes everyone a<br />

juror, biased to <strong>the</strong> media outlet <strong>the</strong>y're tuned to. However if an official live channel(s)<br />

were provided for every trial at all levels <strong>the</strong>n <strong>the</strong> unemployed can sit on <strong>the</strong>ir butts <strong>and</strong><br />

still serve society as a massive cross section jury. We've already had court TV for at least<br />

20 years so it would be easy to utilize our judgment this way. I assume <strong>the</strong> greater<br />

number of jurors, <strong>the</strong> fairer <strong>the</strong> judgment will be, as any bias will be averaged out. Here<br />

<strong>the</strong> verdict can't be unanimous as <strong>the</strong> jurors are too many. It must be <strong>the</strong> majority. Since<br />

it’s all real-time <strong>the</strong>re is no room for spin, <strong>and</strong> delegation via boardrooms <strong>and</strong> chat will be<br />

a st<strong>and</strong>ard 24 hours. The role of judges <strong>and</strong> lawyers could conceivably find an electronic<br />

equivalent, but for now <strong>the</strong> process will remain <strong>the</strong> same in real space save for <strong>the</strong> jury.<br />

The jury selection process is voluntary <strong>and</strong> not compensated. One potential issue is just<br />

how much more <strong>the</strong>atrical does <strong>the</strong> lawyer have to be to appeal to a very large <strong>and</strong><br />

unknown jury?<br />

BILL LEGISLATION – ISSUE VOTE PROCESS (IVP)<br />

This is <strong>the</strong> heart of Direct Democracy, what makes it modern <strong>and</strong> superior to what it's<br />

replacing. The IVP is <strong>the</strong> ultimate expression of democracy. The Greeks were able to do<br />

this with a relatively small, privileged voting populace – educated men. Today with<br />

massive populations <strong>and</strong> greater potential voting populace, Direct Democracy can only<br />

work with mass communication. Although Direct Democracy could work on a global<br />

level it must begin at <strong>the</strong> county level, prove its worth <strong>and</strong> <strong>the</strong>n it can increase its scale.<br />

Originally I had suggested each registered citizen has <strong>the</strong> right to draft one bill per voting<br />

cycle. After doing <strong>the</strong> math, this lead to a potential clutter problem <strong>and</strong> redundancy<br />

issues. A draft could be made suggesting unlimited drafts so in reality, <strong>and</strong> <strong>the</strong> point of all<br />

this is, if something does not work it can quickly <strong>and</strong> conveniently be changed. I feel that<br />

a fair law would be one draft per decade (also <strong>the</strong> suggested global vote cycle) which is<br />

retroactive so older people don't feel cheated. This makes for between 5-7 IVPs over <strong>the</strong><br />

course of ones life. How many people will feel <strong>the</strong> need or desire to exploit this ability is<br />

unknown.<br />

Direct Democracy would begin like this:<br />

County X holds a traditional vote to decide if Direct Democracy is something <strong>the</strong>y want<br />

to try. If yes <strong>the</strong>n <strong>the</strong> Vote Hall, website, public access TV channels, <strong>and</strong> radio stations<br />

are created according to allotted <strong>and</strong> agreed upon budget.<br />

All laws pertaining to County X <strong>the</strong>n come up for revote <strong>and</strong> are given a 5 year<br />

expiration date from <strong>the</strong>ir new or unchanged status under Direct Democracy.
