We've always had the right to try and get a law passed but this is a right built into the
Direct Democracy system, not an extraneous process requiring funds and "people." The
IVP is simple, free and effective, as you are a guaranteed Issue Relevant Temporary
Representative.
IVP STEPS
1 – DRAFT SUBMISSION
After registering at Vote Hall citizen can fill out (once per decade) a form at Vote Hall
that categorizes and summarizes the Bill.
2 – RALLY VOTE
The IVP is publicly displayed on a WWW site and TV channel for preliminary review by
the public; this is called the Rally Vote. A minimal number of proponent and opponent
numbers must be tallied to go on. This establishes overall relevance and salience to the
county. What you are passionate about your neighbors may care less about… The Rally
Vote Draft is displayed for one month with no more than 50 displayed at one time. This,
in conjunction with the one draft per decade law, should avoid clutter and redundancy.
3 – DEBATE, FINAL VOTE
If minimal interest both for and against Bill is shown, original draft writer chooses a
debate team (of just himself or up to 4 total). Debate occurs live, simulcast on all four
mediums, and afterward a 24 hour period is given to vote, either through website or
phone call. Vote results then go into effect.
4 – VALIDATION OF ETCHED VOTE
Citizens are now obligated to validate their E-Vote at the Vote Hall via aforementioned
process of witnessed cross-reference with Etched record.
SUMMARY
This is the framework of Direct Democracy / E-Government and by using this framework
the details that need changing in regards to this idea itself can be voted upon. The new
ideas that must be integrated and old that must be discarded or maintained can be done so
at an unprecedented rate. The ability for a few to corrupt the will of the many is
eliminated. The impartiality and transparency that we get from adopting technology as
our medium eliminates the problems of corruption but obligates us to be more involved
than we ever could before. Some would argue that voter participation would be lessened
because of the increased effort required of the registered citizen. I say the apathy now
experienced is because the little effort one can put forth is deemed futile when we have a
few unsavory choices every 4 years. Not the case with Direct Democracy.
