DISCUSION:
Background.
On November 7, 2006, California voters passed Proposition 84, Safe
Drinking Water, Water Quality and Supply, Flood Control, River and
Coastal Protection Bond Act of 2006. With this funding the State has
created a statewide program providing $368 Million dollar grant
program through the Sustainable Communities and Climate Change
Reduction Chapter outlined in Proposition 84. These funds are
managed by the State of California Department of Parks and
Recreation and made available through competitive grants for the
creation of new parks and new recreation opportunities in critically
underserved communities across California.
In 2010, during the first round Proposition 84 Grant funding, $184
million was available with a maximum of $5 Million available in grant
funding per project. On February 23, 2010, the City Council approved
a resolution authorizing staff to submit a grant application during this
first round of funding for the renovation of Ramsay Park in the amount
of $5 Million. Unfortunately, the grant application was not selected for
funding at that time.
Prior projects submitted for funding are eligible to be resubmitted for
consideration during Round II of the Proposition 84 Grant Program,
thus staff is recommending that the Ramsay Park renovation project be
resubmitted for Round II funding. At their June 2, 2011 meeting, the
Parks and Recreation Commission also recommended the
resubmission of the grant application for renovation of Ramsay Park.
Grant Requirements and Eligibility.
This Statewide Park Program requires that eligible projects meet six
eligibility requirements:
Project is located in an area with Critical Lack of Park Space or
Significant poverty
