EXHIBIT "A"
SCOPE OF SERVICES
The scope of services is as follows:
1. Feasibility Analysis – Consultant and staff shall determine if a renewed Enterprise
Zone is feasible under the requirements set out in the yet to be released workbook
as published by the State Housing and Community Development Department (HCD)
or successor agency.
2. Preparation of Application – Consultant shall assist staff with the preparation,
organization and development of a quality application based on the guidelines set
out in afore mentioned workbook.
3. Preparation of Marketing Plan – Consultant will assist staff in developing an EZ
marketing program largely based on Watsonville’s Economic Development Strategy
if require by HCD.
4. After Submittal Representation – Consultant shall assist staff with interactions with
HCD Staff as necessary.
5. Transition from Conditional to Permanent Designation – Should Watsonville’s
application proceed from application to conditional designation, consultant shall
assist staff with any steps required by HCD to move the application from conditional
to permanent.
