Downtown Investment Downtown Watsonville is home to many beautiful historic buildings. The downtown is reminiscent of a bustling past and has remarkable potential. Some of the buildings were built by famous Victorian period architect, William Weeks – famous for designing many Victorian period buildings throughout California. Unfortunately, Downtown has suffered from fractional property ownership, loss of adequate parking in certain areas and most strikingly, the loss of the retail anchor downtown. The City is taking steps to remedy many of the problems downtown, but investment is needed in public and private parking as well as in the building stock – some of which has not been properly maintained. There are a number of small investment opportunities in downtown that could result in immediate job growth and return on investment. These opportunities include assemblage of buildings for retail tenants, development of new buildings, development of private or public parking structures and development of entertainment venues. Broadband Infrastructure Watsonville’s current broadband infrastructure is insufficient for many potential users. Upgrading the broadband coming into Watsonville as well as the network within the City Limits could be a key to landing new companies. The City of Watsonville is currently part of the Monterey Bay Broadband Consortium (MBBC). The CSRC will fund projects as part of the MBBC that have a clear connection to job creation in Watsonville and Santa Cruz County. ---------------------------------------------------------------------------------------------------------- To achieve building a thriving local economy, the City of Watsonville/RDA will help and guide the development of MOBP. The general understanding of how it is going to be accomplished is through job development, business retention, economic diversification, and etc. Aligned with that mission, CSRC has the necessary resources to help increase domestic capital investments by pooling together substantial investment funds from foreign investors. Equity funding from those third-party investors will be used to engage in real estate developments and constructions. On a need basis, constructions may include development of infrastructures, and commercial and residential real estate/housing projects. Furthermore, in compliance with the Pilot Program, CSRC will assume the responsibility of creating sustainable job opportunities and expansions in the City of Watsonville. With similar goals, it will be ideal for the City of Watsonville/RDA to have CSRC help with raising the necessary funds to support upcoming citywide projects. Based on the nature of the project, a long-term joint venture relationship between the City of Watsonville/RDA and CSRC is expected. Article 4: Roles and Responsibilities CSRC: 3
• Santa Cruz County shall be listed as one of CSRC’s defined geographic areas on its application with the USCIS. • City of Watsonville/RDA projects described above shall be listed as the specific project on CSRC’s application seeking USCIS’s designation as a Regional Center. • CSRC shall promote the projects listed and recruit oversea investors and each qualifying investor shall invest at least $500,000. Upon USCIS’s approval of CSRC’s application, recruited investors will assume passive roles during the entire the investment process. • Total amount of investment and the number of necessary direct and indirect job creations will depend upon the result of a detailed economic analysis of the City of Watsonville or other party as directed by the City of Watsonville. City of Watsonville/RDA: • City of Watsonville/RDA agree to have CSRC take part or be involved in all of projects outlined above and other projects as agreed to by CSRC and the City of Watsonville/RDA. • City of Watsonville/RDA will assist CSRC in obtaining information regarding said projects, including, but not limited to, business plan, site plan, phasing costs, associated economic analysis, job creation data analysis, and construction plan. • As part of CSRC’s application with the USCIS, City of Watsonville shall also provide City of Watsonville’s General Introduction and Support Letter stating City’s willingness to have CSRC as a Regional Center for investment purposes. Article 5: Proposed Timeline The proposed timeline for projects will be determined on a case-by-case basis. As projects are ready to commence, CSRC, The City of Watsonville and the project proponent will determine what investment is needed and the timeframe for delivering employment in accordance to the USCIS guidelines. Article 6: Binding Effect The MOU describes the general conditions and arrangements for future cooperation between the parties. Except Articles 7 and 8, this MoU is not legally binding on the parties. The exact terms and conditions of this future cooperation will be negotiated in due course and laid down in contract.
