parents, students, and mental health providers. The program is
problem solving based to reduce and prevent campus violence,
student drug use, and create a safe and drug-free school. The program
seeks to reduce crime and enhance positive alternatives to
wrongdoing.
FINANCIAL IMPACT:
The reimbursement for the school-based police officer is based on the
salary and benefits of a top step officer and the total number of hours
devoted to the campus. The hourly police officer rate is $68.46 at
1,400 hours in a school year for a total of $95,840 reimbursement to
the City for each officer. The police department’s FY 2011-2012
budget includes this amount as revenue received from the District for
this program (revenue accounts 150-410-5890-03216 and 410-5651).
ALTERNATIVES:
The Council may choose to not participate in the program. The police
department would only respond to Pajaro Valley High and Watsonville
High calls-for-police service on a priority basis with all other calls in the
City. Collaboration with schools and community-based organizations
in developing strategies for the reduction of school-based gang
violence and drug use would not be as focused or structured. The
department's approach would be sporadic because the officer position
would assume other duties. Lastly, police officers would still be
responding to the calls for service and generating reports but the City
would not have the cost sharing benefit the proposed program
currently provides.
