DCOPSs are engaged by U.S. SOF during all stages <strong>of</strong> VSO and ALP development. During<br />
initial stages, SOF personnel work with DCOPs, in conjunction with direction from MOI through<br />
the PCOP, to ensure full understanding <strong>of</strong> the responsibilities associated with ALP. As DCOPs<br />
are already integrated as key leaders within the AUP and the MoI, these individuals understand<br />
the logistics and finance issues associated with the ALP, although investment and involvement in<br />
ALP is uneven.<br />
NSOCC-A, through CJSOTF-A has initiated the use <strong>of</strong> RTCs as a means to facilitate training <strong>of</strong><br />
ALP by the AUP utilizing the established ALP training program. This approach creates a cadre<br />
that can train new recruits as ALP guardians encounter attrition within a district. The<br />
establishment <strong>of</strong> ALP RTCs also sets the conditions for GIRoA to establish ALP in authorized<br />
districts that otherwise would not be addressed by coalition forces. Currently, ALP growth has<br />
exceeded forecasts.<br />
