Logistics Capabilities<br />
ANP conducted the ribbon-cutting ceremony for their new National Logistics Center (NLC) in<br />
Wardak Province on November 18, 2012. The establishment <strong>of</strong> NLC Wardak in its new<br />
facilities will allow RLC-Kabul to move into its permanent facilities and afford warehouse space<br />
to stock supplies and significantly increase its support to the Kabul area. MoI Support Command<br />
has provided 534 commercial truckloads <strong>of</strong> material, pushing 1,111 pallets <strong>of</strong> various classes <strong>of</strong><br />
supply from the national depot to the RLCs during this reporting period. The RLCs are<br />
improving performance by increasing their communication with logistics <strong>of</strong>ficers in provinces,<br />
issuing more material from their warehouses, and better organizing supplies, weapons and<br />
ammunition.<br />

There are several challenges within the Afghan logistics system. The first and foremost is that<br />
NTM-A has been unable to work with the ANP to develop a modern equipment tracking system.<br />
The ANP have provided data on what has been delivered, but it is very difficult to confirm these<br />
numbers with un-partnered Afghan units.<br />
<strong>Report</strong>s from the field indicate that a number <strong>of</strong> problems face the ANP logistics system. The<br />
ANP <strong>of</strong>ten disregard NTM-A or ministerial recommendations for the amount <strong>of</strong> equipment they<br />
should request and instead hoard whatever assets they can acquire. One unit may have 300<br />
percent <strong>of</strong> designated equipment while another may have 20 percent, but the units will not share.<br />
Another challenge is presented by sending all equipment to the main logistics center, and not the<br />
