Although CSTC-A disbursed $48 million to the MoI and $158 million to the MoD at the start <strong>of</strong><br />
the Afghan fiscal year, multiple issues hampered the ministries’ ability to execute funds. GIRoA<br />
did not approve the budget until January 20, 2013, a month after the new FY started. While<br />
there are provisions in the GIRoA finance law to operate under Article 41 <strong>of</strong> the Public Finance<br />
and Expenditure Management Law (similar to the U.S. Continuing Resolution), execution lagged<br />
original plans.<br />
2.4: INSTITUTIONAL TRAINER AND MENTOR STATUS<br />
NTM-A requires 2,135 trainers according to NATO Combined Joint Statement <strong>of</strong> Requirements<br />
(CJSOR) version 12.5 <strong>of</strong> which 1,941 are in place. Despite the current shortage <strong>of</strong> CJSOR c12.5<br />
required trainers, NTM-A assesses that it can fully accomplish its mission with the current<br />
number <strong>of</strong> trainers. As specific capability milestones are reached for a training mission,<br />
personnel are reduced at those training sites, and in some cases the training mission is<br />
transitioned to the ANSF. This reduction in the requirement is reflected in the CJSOR v12.5 that<br />
will take effect in July 2013. More civilian and contracted police advisors are needed in many<br />
