Documents types that are prepared by ETSI<br />

Rules of Procedures and Working Procedures have been prepared<br />

for the work of ETSI. These procedures describe the document<br />

types that ETSI produces, formal rules for the presentation<br />

of the content of these documents, and rules for the approval of<br />

the documents.<br />

The document types ETSI produce are<br />

- European Telecommunication Standards (ETS)<br />

- Interim European Telecommunication Standards (I-ETS)<br />

- Technical Bases for Regulation (TBR)<br />

- ETSI Technical Reports (ETRs)<br />

- Technical Committee Reference Technical Reports (TCR-<br />

TR)<br />

- Technical Committee Technical Reports (TC-TR).<br />

Both ETSs and I-ETSs are standards. The approval procedures<br />

for ETSs and I-ETSs are identical.<br />

The life of an I-ETS is limited to three years after which it can<br />

be<br />

Maintenance of (Interim) Standards<br />

Whilst every care is being taken in the preparation and<br />

publication of ETSI (Interim) Standards, there is always<br />

a need for maintenance of approved (Interim) Standards.<br />

The maintenance may result in either<br />

a) an Amendment to the current Edition, or<br />

b) a new Edition.<br />

A decision to modify an adopted standard follows the<br />

ETSI rules for creating a new work item. At the time of<br />

creating a new work item it is not necessary to decide<br />

whether the result will be published as an Amendment<br />

document or a new Edition.<br />

In general, the following rules apply:<br />

- Amendments shall be avoided whenever possible.<br />

They may only be issued in cases of urgently needed<br />

improvements of the (Interim) Standard.<br />

- converted into a European Telecommunication Standard<br />

A standard is given the I-ETS status either because it is regarded<br />

as a provisional solution ahead of a more advanced standard,<br />

or because it is immature and requires a “trial period”.<br />

Where ETSI has decided to start work on a standard, there is an<br />

obligation on all ETSI countries and individuals not to undertake<br />

activities which could prejudice the preparation of the ETS<br />

defined by the scope statement of the work item. It should be<br />

noted that such activities may include not only the preparation<br />

of standards, but also that of new or revised technical specifications<br />

to support national regulations. These rules, which often<br />

are referred to as “Standstill” do not apply to work where the<br />

intention is to prepare an I-ETS.<br />

There are three possible approval procedures for standards:<br />

- Normal Approval Procedure (NAP)<br />

- Unified Approval Procedure (UAP)<br />

- No more than three amendments shall be issued to<br />

a single Edition of an (Interim) Standard.<br />

- A new Edition shall be published wherever the size<br />

of the text of the amendment approaches 10 % to<br />

15 % of the original text.<br />

Where a new edition is published details about earlier<br />

editions shall be contained in the foreword of the document.<br />

The number of the edition shall be indicated on<br />

the title page of the (Interim) Standard.<br />

All amendments shall have a title page similar to that of<br />

the (I-)ETS.<br />

The approval procedure of Amendments or new Editions<br />

is normally the UAP. In cases where significant<br />

changes to the (I-)ETS are being proposed, the NAP<br />

should be used.
