- Accelerated Unified Approval Procedure (AUAP).<br />

The Normal Approval Procedure is the normal procedure for<br />

approval of standards. It is a two-step procedure with separate<br />

Public Enquiry (PE) and Voting phases as described in Figure 1.<br />

The work is normally carried out by a Sub-Technical Committee<br />

(STC) or a Project Team (PT). When approved by the<br />

Technical Committee (TC) responsible for the work item, the<br />

draft is sent to the National Standards Organisations (NSOs) of<br />

the ETSI member countries for comments (Public Enquiry). The<br />

PE period is usually 17 but is extended to 21 weeks if the PE<br />

period includes the summer holiday period.<br />

The review of the PE comments is normally carried by the STC<br />

responsible for the draft standard. The PE review takes place at<br />

an ordinary STC meeting or at a PE resolution meeting. After<br />

TC approval of the modified document, it is sent to the NSOs<br />

for vote. The draft is approved if 71 % of the weighted votes are<br />

positive.<br />

The approval at STC or TC level is made at meetings or by correspondence.<br />

If there are problems reaching a consensus, indicative<br />

voting might be necessary. Only the participating Full<br />

Members of the STC/TC can vote, and there is one vote for<br />

each member. It is for the chairman of the STC/TC to evaluate<br />

the results of the indicative voting.<br />

The Unified Approval Procedure (UAP) and the Accelerated<br />

Unified Approval Procedure (AUAP) are both one step approval<br />

procedures where Public Enquiry and Vote are combined.<br />

ETSI Weighted National Voting<br />

Draft (I-)ETSs are approved by the ETSI weighted national<br />

voting procedure. The vote is usually taken by<br />

correspondence, but can be taken at a meeting<br />

announced thirty days beforehand.<br />

The draft (I-)ETS is approved when the percentage of<br />

the positive votes is at least 71 % of the votes cast. In<br />

the events that a draft (I-)ETS is not approved, the national<br />

votes of the EC countries shall be counted<br />

according to article 148 of the Treaty of Rome. If the<br />

vote is positive the standard is then adopted, and thus<br />

becomes an (I-)ETS for the European Community and<br />

other countries which have voted in its favour.<br />

The allocations of weighting to ETSI member countries<br />

are as given in the table. It should be noted that for the<br />

time being there are two open issues,<br />

- to reduce the weighting of Austria and Sweden to 4<br />

to be in line with the weighting of the European<br />

Community<br />

- to allocate weights for Russia.<br />

The UAP period is the same as for PE, 17 or 21 weeks. The<br />

UAP procedure is usually used for amendments, corrections or<br />

revisions of approved standards. Normally, UAP should not be<br />

used for more than 20 % of the total cases. The UAP procedure<br />

is described in Figure 2.<br />

The AUAP procedure is used only when the Standard is urgently<br />

needed to meet the market needs. Careful planning is required,<br />

and the NSOs shall be notified before the consensus<br />

approval of the STC. Normally, AUAP should not be used for<br />

more than 10 % of the total cases.<br />

Technical Bases for Regulation<br />

Technical Bases for Regulation (TBR) is a document that will<br />

be used for regulatory purposes in Europe. Work on a TBR will<br />

be based on a mandate from CEC and EFTA, and a scope statement<br />

defined by the regulatory bodies. A TBR is the technical<br />

part of a Common Technical Regulation (CTR) as defined in<br />

Council Directive 91/263, and is limited to essential requirements<br />

as defined in the directive.<br />
