Ail that part of the JSchuylliill coal field in Schuylkillcounty lying south ofthe Mahanoy Valley, and the county of Lebanon.Section 3. In order to fill any vacancy that may occur in the officeof Inspector of Mines by reason of expiration of term, resignation, removalfor cause or from any other reason whatever, the judges ofthe court of Lackawanna county shall appoint an examining boardfor the counties of Susquehanna, Wayne and Lackawanna, and thejudges of the court of Luzerne county shall appoint an examiningboard for the counties of Sullivan, Carbon and Luzerne, and thejudges of Schuylkill county shall appoint an examining board for thecounties of Schuylkill, Northumberland, Lebanon, Columbia andDauphin.Section 4. The said Board of Examiners shall be composed ofthree reputable coal miners in actual practice and two reputablemining engineers, all of whom sTiall be appointed at the first termof court in each year, to hold their places during the year. Any vacanciesthat may occur in the Board of Examiners shall be filled bytlic court as they occur. The said Board of Examiners shall be permittedto engage the services Oif a clerk, and they, together with theclerk, shall each receive the sum of five dollars per day for every daythey are actually engaged in the discharge of their duties under thisappointment, and mileage at the rate of six cents per mile from theirhome to the place of meeting and return by the nearest practicablerailway route.Section 5. Whenever candidates for the office of inspector are tobe examined, the said examiner shall give public notice of the factin not more than five papers published in the inspection district andat least two weeks before the meeting, specifying the time and placewhere such meeting shall be held. The said examiners shall besworn to a faithful discharge of their duties, and four of them shallagi-ee in their recommendation of all candidates to the Governorwho have answered ninety per centum of the questions; the namesof the applicants, the questions asked and answered thereto shall besent to the Secretary of the Commonwealth, and published in atleast two local papers, daily or weekly, and shall recommend onlysuch applicants as they find qualified for the office.Should the Board of Examiners not be able to agree in their selectionand recommendation of a candidate, the judges of the court ofcommon pleas shall dissolve the said board and appoint a new boardof like qualifications and powers.Upon the recommendation of the Board of Examiners as aforesaid,the Governor shall appoint such person or persons to fill the office7
