MINING LAWS OF PENNSYLVANIA. xciiithe conditiou of the workings of the said mines with regard to thesafety of tlie workmen therein and the ventilation thereof, and theresult of his labors generally shall be fully set forth.Section 10. The Board of Examiners, each for its respective districtas hereinbefore provided for, in order to divide more equitablyamong the several mine inspectors the labor to be performed and theterritory to be covered by them in the performance of the duties ofthe office, may, at any time when they shall deem itdesirable or necessary,readjust the several districts by the creation of new boundarylines, thereby adding to or taking from, as the case may be, thedistricts as at present bounded and described, if the court havingjurisdiction approve the same.And in case it shall be deemed desirable or necessary to readjustany contiguous district, comprised by more than one judicial district,by the creation of new boundary lines, then in such case theexamining boards of the territory affected or requiring such adjustment,shall, in joint session, make such change or readjustment asthey shall jointh' agree upon, if the nearest court having jurisdictionto the territory affected to whom the said joint examiningboards shall submit the matter, shall approve the same.Section 11. The mine inspector shall have the right, and it ishereby made his duty to enter, inspect and examine any mine or collieryin his district and the workings and machinery' belongingthereto, at all reasonable times, either by day or night, but not so asto impede or obstruct the working of the colliery, and shall havepower to take one or more of his fellow inspectors into or around anymine or colliery in the district for which he is appointed, for thepurpose of consultation or exatnination.He shall also have the right and it is hereby made his duty, tomake inquiry into the condition of such mine or colliery workings,machinery, ventilation, drainage, method of lighting or using lightsand into all matters and things connected with or relating to, aswell as tomake suggestions providing for the health and safety ofpersons employed in or about the same, and especially to make inquirywhether the provisions of this act have been complied with.The owner, operator or superintendent of such mine or colliery ishereby required to furnish the means necessary for such eulry, inspection,examination, inquiry and exit.The inspector shall make a record of the visit, noting the time andmaterial circumstances of theinspection.Section 12. No person who shall act o.- j^ractice as a land agent oras the manager or agent of any coal mine or colliery, who is pecuniarilyinlert^sted in operating any coal mine or colliery in his district,shall, at the same time, hold the office of inspector of minesunder this act.
