clxvi MINING LAWS OF PENNSYLVANIA. Off. Doc.this act, together with the number of miners examined and registeredunder this act and the number who failed to pass the required examination.Section 5. That it shall be the duty of each of the said boardsto meet once every month and not oftener, and said meeting shall b(.'public, and if necessary, the meeting shall be continued to coverwhatever portion may be required of a period of three days in succession,and examine under oath allpersons who shall desire to beernploj-ed as miners in their respective districts; and said board shallgrant such persons as may be qualified, certificates of competencyor qualification which shall entitle the holder thereof to be employedas and to do the work of miners as may be expressed in said certificate,and such certificates shall be good and sufficient evidence ofregistration and compentency under this act; and the holder thereofshall be entitled to be registered without an examination in anyother of the anthracite districts upon the payment of the fee hereinprovided.All persons applying for a certificate of competency, or to entitlethem to be employed as miners, must produce satisfactory evidenceof having had not less than two years practical experience as aminer, or as a mine laborer in the mines of this Commonwealth, andin no case shall an applicant be deemed competent unless he appearin person before the said board and answer intelligently and correctlyat least twelve questions inthe English language pertainingto the re(iuirements of a practical miner, and be perfectly identifiedunder oath, as a mine laborer by at least one practical miner holdingminers' certificates. The said board shall keep an accurate record ofthe proceedings of all its meetings, and in said record shall show acorrect detailed account of the examination of each applicant, withthe questions asked and their answer, and at each of its meetingsthe board shall keep said record open for public inspection. Anyminer's certificate granted under the provisions of this act, and thehereinafter mentioned act approved the ninth day of May, AnnoDomini one thousand eight hundred and eighty-nine, shall not betransferable to any person or persons whatsoever, and any transferof the same shall be deemed a violation of this act. Certificatesshall be issued only at meetings of said board, and said certificatesshall not be legal unless then and there signed in person by at leastthree members of said board.Section 6. That no person shall hereafter engage as a miner inany anthracite coal mine without having obtained such certificateas aforesaid. And no person shall employ any person as a minerwho does not hold such certificate as aforesaid, and no mine foremanor superintendent shall permit or suffer any person to be employed
