RISL: RFP FOR SETTING UP OF VIDEO CONFERENCE SOLUTION IN RAJASTHAN (BEFORE PRE-BID)23-Aug-13f) The evaluation shall include all costs and all taxes and duties applicable to thebidder as per law of the Central/ State Government/ Local Authorities.g) The offers shall be evaluated and marked L1, L2, L3 etc. L1 being the lowest offerand then others in ascending order.h) The bid evaluation committee shall prepare a comparative statement in tabular formin accordance with rules along with its report on evaluation of financial Bids andrecommend the lowest offer for acceptance to the procuring entity.i) The members of bids evaluation committee shall give their recommendations belowthe table regarding lowest Bid and sign it.j) It shall be ensured that the offer recommended for sanction is justifiable looking tothe prevailing market rates of the goods, works or service required to be procured.5.16. Correction of Arithmetic Errors in Financial BidsThe bid evaluation committee shall correct arithmetical errors in substantiallyresponsive Bids, on the following basis, namely: -a) If there is a discrepancy between the unit price and the total price that is obtainedby multiplying the unit price and quantity, the unit price shall prevail and the totalprice shall be corrected, unless in the opinion of the bid evaluation committee thereis an obvious misplacement of the decimal point in the unit price, in which case thetotal price as quoted shall govern and the unit price shall be corrected;b) If there is an error in a total corresponding to the addition or subtraction of subtotals,the subtotals shall prevail and the total shall be corrected; andc) If there is a discrepancy between words and figures, the amount in words shallprevail, unless the amount expressed in words is related to an arithmetic error, inwhich case the amount in figures shall prevail subject to clause (a) and (b) above.5.17. Comparison of rates of firms outside and those in RajasthanWhile tabulating the financial Bids of those firms which are not entitled to pricepreference, the element of Rajasthan Value Added Tax (RVAT) shall be excluded fromthe rates quoted by the firms of Rajasthan and the element of Central Sales Tax (CST)shall be included in the rates of firms from outside Rajasthan for financial bid evaluationpurpose.Seal & Signature of the Auth. Price/ purchase preference in evaluationPrice and/ or purchase preference notified by the State Government (GoR) and asmentioned in the bidding document shall be considered in the evaluation of Bids andaward of contract.5.19. Negotiationsa) Except in case of procurement by method of single source procurement orprocurement by competitive negotiations, to the extent possible, no negotiationsshall be conducted after the pre-bid stage. All clarifications needed to be sought,shall be sought in the pre-bid stage itself.b) Negotiations may, however, be undertaken only with the lowest bidder when therates are considered to be much higher than the prevailing market rates.c) The bid evaluation committee shall have full powers to undertake negotiations.Detailed reasons and results of negotiations shall be recorded in the proceedings.d) The lowest or most advantageous bidder shall be informed in writing either throughmessenger or by registered letter and e-mail (if available). A minimum time of sevendays shall be given for calling negotiations. In case of urgency the bid evaluationcommittee, after recording reasons, may reduce the time, provided the lowest ormost advantageous bidder has received the intimation and consented to regardingholding of negotiations.e) Negotiations shall not make the original offer made by the bidder inoperative. Thebid evaluation committee shall have option to consider the original offer in case thebidder decides to increase rates originally quoted or imposes any new terms orconditions.f) In case of non-satisfactory achievement of rates from lowest or most advantageousbidder, the bid evaluation committee may choose to make a written counter offer tothe lowest or most advantageous bidder and if this is not accepted by him/her, thecommittee may decide to reject and re-invite Bids or to make the same counterofferfirst to the second lowest or most advantageous bidder, then to the third lowestor most advantageous bidder and so on in the order of their initial standing andwork/ supply order be awarded to the bidder who accepts the counter-offer.This procedure shall be used in exceptional cases only.Seal & Signature of the Auth.
