Manpower Deployment:a) The selected bidder has to deploy the minimum number of dedicated skilledmanpower primarily at HO, DoIT&C, Jaipur as mentioned in Annexure -3 of the RFPalong with required tools, equipments and facilities to carry out the scope of work,its deliverables and O&M/FMS as mentioned in this RFP:‣ One Project Manager &‣ Two VC Service Engineers at Jaipur (HO, DoIT&C)b) The selected bidder, if required, may also deploy additional manpower with requiredmachines and tools for smooth implementation /functioning of the project, at noextra cost to purchaser.c) The manpower will be deployed exclusively for the Rajasthan VC project and cannotbe shared by the bidder for other purposes.d) In the event of non availability of the committed manpower on account of attrition orother cause, the bidder must inform the same in writing to RISL for a suitablereplacement person with equivalent qualification and experience as per Annexure-3 of RFP. The replacement must be done within 5 working days of attrition or othercause.7.4. Change Requests/ Managementa) An institutional mechanism will be set up for taking decisions regarding requests forchanges. The Purchase Committee will set up a Change Control Committee withmembers from the procurement agency and the selected bidder. If it is unable toreach an agreement, the decision of the Purchase Committee will be final.b) RISL may at any time, by a written order given to the bidder , make changes withinthe general scope of the Agreement in any one or more of the following: -a. Designs, specifications, requirements which software or service to beprovided under the Agreement are to be specifically developed and renderedfor RISL.b. The method of deployment, shipping or packing.c. Schedule for Installation Acceptance.d. The place of delivery and/or the services to be provided by the bidder.c) The change request/ management procedure will follow the following steps: -Seal & Signature of the Auth. Sign. Page 83 of 147

Identification and documentation of the need for the change – The informationrelated to initiator, initiation date and details of change required and priorityof the change will be documented by RISL.b. Analysis and evaluation of the Change Request – Impact of the change interms of the estimated effort, changed schedule, cost and the items impactedwill be analyzed and documented by the bidder.c. Approval or disapproval of the change request – RISL will approve ordisapprove the change requested including the additional payments forsoftware development, quoted man-month rate shall be used for costestimation, efforts of all technical resources- project manager, analyst,software developer, testing engineer, database architecture etc shall betaken into account for total man-month estimation to carry out the s/wdevelopment resulting from the change request. For all technical resourcesirrespective of their experience and 84specialization, the quoted man-monthrate shall be used. Efforts of support staff shall not be taken into considerationfor this purpose.d. Implementation of the change – The change will be implemented inaccordance to the agreed cost, effort, and schedule by the selected bidder.e. Verification of the change – The change will be verified by RISL onimplementation of the change request.d) All changes outside the scope of supplies agreed to herein which may have likelyfinancial implications in terms of the overall cost/ time of the project shall beundertaken by SI only after securing the express consent of RISL. In the event thatthe consent of RISL is not received then the change will not be carried out.e) While approving any change request, if required, RISL may ask the bidder to deploythe required resources on-site.f) If any such change outside the scope of supplies agreed to herein causes anincrease or decrease in cost of, or the time required for, firm’s performance of anyprovisions under the Agreement, equitable adjustments shall be made in theAgreement Price or Delivery Schedule, or both, and the Agreement shallaccordingly be amended. Any claims by firm for adjustment under this must beasserted within 30 (thirty) days from the date of SI receiving the RISL change orderwhich shall not be unreasonably withheld or delayed.Seal & Signature of the Auth.
