274WIRELESS MESSAGE OF THE COUNCILOF PEOPLE’S COMMISSARSOCTOBER 30 (NOVEMBER 12), 1917Calling EveryoneThe All-Russia Congress <strong>of</strong> Soviets has set up a new SovietGovernment. Kerensky’s government has been overthrownand arrested. Kerensky has fled. All institutions are in thehands <strong>of</strong> the Soviet Government. A revolt <strong>of</strong> <strong>of</strong>ficer cadetswho had been released on parole on Oc<strong>to</strong>ber 25 broke out onOc<strong>to</strong>ber 29. The revolt was suppressed that same day.Kerensky and Savinkov, <strong>to</strong>gether with the <strong>of</strong>ficer cadets anda part <strong>of</strong> the Cossacks, have made their way by deceit <strong>to</strong>Tsarskoye Syelo. The Soviet Government has musteredforces for the suppression <strong>of</strong> the new Kornilov advance onPetrograd. The fleet, headed by the armoured battleshipRepublic, has been summoned <strong>to</strong> the capital. Kerensky’s<strong>of</strong>ficer cadets and Cossacks are wavering. Prisoners arrivingfrom Kerensky’s camp assure us that the Cossacks have beendeceived and that if they come <strong>to</strong> realise the true state <strong>of</strong>affairs they will refuse <strong>to</strong> shoot. The Soviet Government ismaking every effort <strong>to</strong> avert bloodshed.
