LENINthe Soviets and of Soviet power in the Ukraine (incidentally,the Rada has refused to convoke a territorial congress of theUkrainian Soviets immediately, as the Soviets of the Ukrainehad demanded). This ambiguous policy, which has madeit impossible for us to recognise the Rada as a plenipotentiaryrepresentative of the working and exploited masses of theUkrainian Republic, has lately led the Rada to steps whichpreclude all possibility of agreement.These, firstly, were steps to disorganise the front.The Rada has issued unilateral orders moving Ukrainianunits and withdrawing them from the front, thereby breakingup the common united front before any demarcation, whichcan be carried out only through a formal agreement betweenthe governments of the two republics.Secondly, the Rada has started to disarm the Soviettroops stationed in the Ukraine.Thirdly, the Rada has been extending support to theCadet-Kaledin plot and revolt against Soviet power. On thepatently false plea of “the Don and the Kuban” having autonomousrights, a plea that serves to cover up Kaledin’scounter-revolutionary moves, which clash with the interestsand demands of the vast majority of the working Cossacks,the Rada has allowed its territory to be crossed bytroops on their way to Kaledin, but has refused transit toany anti-Kaledin troops.Even if the Rada had received full formal recognition asthe uncontested organ of supreme state power of an independentbourgeois Ukrainian republic, we would have beenforced to declare war on it without any hesitation, becauseof its attitude of unexampled betrayal of the revolutionand support of the Cadets and the Kaledinites—the bitterestenemies of the national independence of the peoples of Russia,the enemies of Soviet power and of the working andexploited masses.At the present time, in view of the circumstances set forthabove, the Council of People’s Commissars, with the fullcognisance of the peoples of the Ukrainian and RussianRepublics, asks the Rada 139 to answer the following questions:1. Will the Rada undertake to give up its attempts todisorganise the common front?
