In the last few days, momentousevents have taken place not only in the Ukraine and theDon area, not only in the realm of our Kaledins and Kerenskys,but in Western Europe as well. You have already heardof the telegrams on the state of the revolution in Germany.The flames of a revolutionary wildfire are leaping higherand higher over the whole of this rotten old world system.It was no pie-in-the-sky theory, no armchair pipe dream thatonce we had established Soviet power we would induce othersto make similar attempts in other countries. For I must repeatthat the working people had no other way out of theslaughter. These attempts are now being consolidated asgains of the international revolution. We close this historicCongress of Soviets under the sign of the mounting worldrevolution, and the time is not far off when the workingpeople of all countries will unite into a single world-widestate and join in a common effort to build a new socialistedifice. The way to this construction runs through the Soviets,as a form of the incipient world revolution. (Stormyapplause.)In greeting you I urge you to build this new edifice. Youwill return to your various places and will bend every effortto organise and consolidate our great victory. (The delegatesrise and greet Comrade Lenin with stormy applause.)
