Given a high level <strong>of</strong> mass consciousness—comparethe revolutions <strong>of</strong> 1905 and 1917—there is nothing <strong>to</strong> fear from introducing the right <strong>of</strong>re-election.The people were <strong>to</strong>ld that the Soviet is a plenipotentiaryorgan: they believed it and acted upon that belief.
