423I.II.DECLARATION OF RIGHTSOF THE WORKING AND EXPLOITED PEOPLE 156The Constituent Assembly resolves:1. Russia is hereby proclaimed a Republic of Sovietsof Workers’, Soldiers’ and Peasants’ Deputies. All power,centrally and locally, is vested in these Soviets.2. The Russian Soviet Republic is established on theprinciple of a free union of free nations, as a federation ofSoviet national republics.Its fundamental aim being to abolish all exploitation ofman by man, to completely eliminate the division of societyinto classes, to mercilessly crush the resistance of the exploiters,to establish a socialist organisation of society and toachieve the victory of socialism in all countries, the ConstituentAssembly further resolves:1. Private ownership of land is hereby abolished. Allland together with all buildings, farm implements and otherappurtenances of agricultural production, is proclaimed theproperty of the entire working people.2. The Soviet laws on workers’ control and on the SupremeEconomic Council are hereby confirmed for the purposeof guaranteeing the power of the working people over theexploiters and as a first step towards the complete conversionof the factories, mines, railways, and other means ofproduction and transport into the property of the workers’and peasants’ state.3. The conversion of all banks into the property of theworkers’ and peasants’ state is hereby confirmed as one ofthe conditions for the emancipation of the working peoplefrom the yoke of capital.
