418RESOLUTION OF THE COUNCIL OF PEOPLE’SCOMMISSARS ON THE RADA’S REPLYTO THE C.P.C.The Council of People’s Commissars regards the Rada’sreply as so indefinite and evasive as to verge on mockery.The main source of difference with the Rada was the factclearly indicated by the Council of People’s Commissars inits first message to the Rada containing the proposal forpeace talks.* The message said that we regarded the Rada’sdirect or indirect support of the Kaledinites as unconditionalground for military operations against the Rada. Counterrevolutionaryelements of landowners and the bourgeoisiefrom every part of Russia have rallied round Kaledin. Hehas against him a clear majority of the peasants and workingCossacks even in the Don area. It is obvious to everyonethat Soviet power has been accepted by the majority of thepopulation of Russia, above all by the working masses ofall nations. The revolutionary movement of the Ukrainianworking classes for the transfer of all power to the Sovietsis assuming ever greater proportions in the Ukraine itselfand holds out the prospect of an early victory over theUkrainian bourgeoisie.The Rada’s evasion of the question of whether it is preparedto stop giving direct and indirect support to theKaledinites has wrecked the peace talks we had started andmakes the Rada fully responsible for the continued civilwar which the bourgeois classes of the various nations havelaunched and which is absolutely hopeless, because the overwhelmingmajority of the workers, peasants and soldiers* See pp. 361-63 of this volume.—Ed.
