CONGRESS OF SOVIETS OF PEASANTS’ DEPUTIES3273DRAFT RESOLUTIONThe Peasants’ Congress fully and in every way supportsthe law (decree) on land of October 26, 1917, approved bythe Second All-Russia Congress of Soviets of Workers’ andSoldiers’ Deputies and published by the Council of People’sCommissars as the provisional workers’ and peasants’government of the Russian Republic. The Peasants’ Congressdeclares its firm and unshakable resolve to ensure theimplementation of this law, calls upon all peasants to supportit unanimously and to carry it out themselves in thelocalities without delay, and also to elect to all and everyresponsible post and office only people who have proved notin word but in deed their complete devotion to the interestsof the working and exploited peasants, their readiness andability to uphold these interests against any resistance thelandowners, capitalists, and their supporters or accomplicesmay offer.The Peasants’ Congress also expresses its conviction thatthe full implementation of all the measures constitutingthe law on land is possible only if the workers’ socialistrevolution which began on October 25 is successful, for onlythe socialist revolution can ensure the transfer of the landto the working peasantry without compensation, the confiscationof the landowners’ implements, full protectionof the interests of agricultural wage-workers and the immediatecommencement of the unconditional abolition of theentire system of capitalist wage-slavery, the proper andplanned distribution of the products of both agricultureand industry among the various regions and the populationof the country, control over the banks (without such con-
