304FROM THE CENTRAL COMMITTEEOF THE RUSSIAN SOCIAL-DEMOCRATIC LABOURPARTY (BOLSHEVIKS)Comrades,TO ALL PARTY MEMBERSAND TO ALL THE WORKING CLASSES OF RUSSIAIt is a matter of common knowledge that the majorityat the Second All-Russia Congress of Soviets of Workers’and Soldiers’ Deputies were delegates belonging to the BolshevikParty.This fact is fundamental for a proper understanding ofthe victorious revolution that has just taken place inPetrograd, Moscow and the whole of Russia. Yet that fact isconstantly forgotten and ignored by all the supporters ofthe capitalists and their unwitting aides, who are underminingthe fundamental principle of the new revolution,namely, all power to the Soviets. There must be no governmentin Russia other than the Soviet Government. Sovietpower has been won in Russia, and the transfer of governmentfrom one Soviet party to another is guaranteed withoutany revolution, simply by a decision of the Soviets; simplyby new elections of deputies to the Soviets. The majority atthe Second All-Russia Congress of Soviets belonged to theBolshevik Party. Therefore the only Soviet Government isthe one formed by that Party. And everybody knows that theCentral Committee of the Bolshevik Party, several hoursprior to the formation of the new government, and to thepresentation of the list of its members to the Second All-Russia Congress of Soviets, summoned to its session threeof the most prominent members of the group of LeftSocialist-Revolutionaries, Comrades Kamkov, Spiro andKarelin, and invited them to join the new government.
