304FROM THE CENTRAL COMMITTEEOF THE RUSSIAN SOCIAL-DEMOCRATIC LABOURPARTY (BOLSHEVIKS)Comrades,TO ALL PARTY MEMBERSAND TO ALL THE WORKING CLASSES OF RUSSIAIt is a matter <strong>of</strong> common knowledge that the majorityat the Second All-Russia Congress <strong>of</strong> Soviets <strong>of</strong> Workers’and Soldiers’ Deputies were delegates belonging <strong>to</strong> the BolshevikParty.This fact is fundamental for a proper understanding <strong>of</strong>the vic<strong>to</strong>rious revolution that has just taken place inPetrograd, Moscow and the whole <strong>of</strong> Russia. Yet that fact isconstantly forgotten and ignored by all the supporters <strong>of</strong>the capitalists and their unwitting aides, who are underminingthe fundamental principle <strong>of</strong> the new revolution,namely, all power <strong>to</strong> the Soviets. There must be no governmentin Russia other than the Soviet Government. Sovietpower has been won in Russia, and the transfer <strong>of</strong> governmentfrom one Soviet party <strong>to</strong> another is guaranteed withoutany revolution, simply by a decision <strong>of</strong> the Soviets; simplyby new elections <strong>of</strong> deputies <strong>to</strong> the Soviets. The majority atthe Second All-Russia Congress <strong>of</strong> Soviets belonged <strong>to</strong> theBolshevik Party. Therefore the only Soviet Government isthe one formed by that Party. And everybody knows that theCentral Committee <strong>of</strong> the Bolshevik Party, several hoursprior <strong>to</strong> the formation <strong>of</strong> the new government, and <strong>to</strong> thepresentation <strong>of</strong> the list <strong>of</strong> its members <strong>to</strong> the Second All-Russia Congress <strong>of</strong> Soviets, summoned <strong>to</strong> its session three<strong>of</strong> the most prominent members <strong>of</strong> the group <strong>of</strong> LeftSocialist-Revolutionaries, Comrades Kamkov, Spiro andKarelin, and invited them <strong>to</strong> join the new government.
