562 NOTES128129130talks were postponed for five days <strong>to</strong> give the Allied Governmentsanother chance <strong>to</strong> make known their attitude on the peace proposal.On November 15 (28), the Soviet Government issued itsappeal <strong>to</strong> the governments and peoples <strong>of</strong> all the belligerent countriesurging them <strong>to</strong> join in the peace negotiations. There was noreply from the Allied powers.On November 19 (December 2), a Soviet peace delegation ledby A. A. I<strong>of</strong>fe arrived in the neutral zone and proceeded <strong>to</strong> Brest-Li<strong>to</strong>vsk, where it met a delegation <strong>of</strong> the Austro- Hungarian blocwhich included representatives <strong>of</strong> Bulgaria and Turkey. A 10- dayceasefire was arranged as a result <strong>of</strong> the talks <strong>of</strong> November 20- 22(December 3- 5). The Soviet Government <strong>to</strong>ok the opportunity<strong>to</strong> try <strong>to</strong> turn the separate talks with Germany in<strong>to</strong> negotiationsfor a general democratic peace. On November 24 (December 7)it sent another note <strong>to</strong> the Entente ambassadors inviting them<strong>to</strong> join in the talks. This note was also ignored. On December 2 (15),the talks were resumed and that same day a 28- day ceasefire wasagreed upon. It provided for a peace conference, which opened atBrest-Li<strong>to</strong>vsk on December 9 (22). p. 325Placed before the All- Russia Central Executive Committee onNovember 21 (December 4), 1917, by the Bolshevik group. Theneed for such a decree was substantiated by <strong>Lenin</strong> (see pp. 338- 40).The right <strong>of</strong> recall was in principle upheld by a majority <strong>of</strong> theCommittee; two members voted against, and one abstained. Thedraft was referred <strong>to</strong> a Co- ordinating Committee with the participation<strong>of</strong> Left Socialist- Revolutionaries. It introduced amendments<strong>to</strong> <strong>Lenin</strong>’s draft, in which the right <strong>to</strong> appoint elections was vestedin congresses <strong>of</strong> Soviets <strong>of</strong> Workers’, Soldiers’ and Peasants’Deputies (instead <strong>of</strong> the Soviets themselves), while the Sovietswere empowered <strong>to</strong> appoint elections upon the demand <strong>of</strong> morethan half the elec<strong>to</strong>rate in a given elec<strong>to</strong>ral district. The draftworked out by the Co- ordinating Committee was unanimouslyadopted by the All- Russia Central Executive Committee andpublished in Izvestia No. 233 on November 23 (December 6).Under it several peasants’ and army congresses passed decisionsrecalling deputies from the Constituent Assembly.
