He believes, inaddition, that in order <strong>to</strong> ascertain exactly what is goingon in Germany we should send avia<strong>to</strong>rs <strong>to</strong> Berlin, which,they say, is quite possible.2Comrade <strong>Lenin</strong>, speaking on a point <strong>of</strong> order, suggeststhat Bukharin should give the facts on the state <strong>of</strong> af~airswithin the Petrograd Committee.3Comrade <strong>Lenin</strong> makes a concrete proposal. He points out<strong>to</strong> those who want a conference that it would not heal therift. A Party congress is a necessity, whereas a conferencemerely elicits opinion in the Party which should be put onrecord. With that end in view he proposes the convocation<strong>of</strong> a meeting representing all shades <strong>of</strong> opinion and standpoints,each by at least three persons. Such a meeting shouldwork out an agreement.4Comrade <strong>Lenin</strong> suggests the meeting should be held withintwo or three days, without publishing the theses, whichshould not be made known <strong>to</strong> Germany. The question <strong>of</strong> theconference should not be solved before the meeting, but itwould be absurd <strong>to</strong> defer the question <strong>of</strong> peace until a congresswithout publishing the theses.5Comrade <strong>Lenin</strong> proposes a meeting <strong>of</strong> delegates leavingafter the Third Congress <strong>of</strong> Soviets, without, however, anythingbeing handed out in writing.6Comrade <strong>Lenin</strong> says that the Party programme will not beready by February 15, and proposes that:
