He believes, inaddition, that in order to ascertain exactly what is goingon in Germany we should send aviators to Berlin, which,they say, is quite possible.2Comrade Lenin, speaking on a point of order, suggeststhat Bukharin should give the facts on the state of af~airswithin the Petrograd Committee.3Comrade Lenin makes a concrete proposal. He points outto those who want a conference that it would not heal therift. A Party congress is a necessity, whereas a conferencemerely elicits opinion in the Party which should be put onrecord. With that end in view he proposes the convocationof a meeting representing all shades of opinion and standpoints,each by at least three persons. Such a meeting shouldwork out an agreement.4Comrade Lenin suggests the meeting should be held withintwo or three days, without publishing the theses, whichshould not be made known to Germany. The question of theconference should not be solved before the meeting, but itwould be absurd to defer the question of peace until a congresswithout publishing the theses.5Comrade Lenin proposes a meeting of delegates leavingafter the Third Congress of Soviets, without, however, anythingbeing handed out in writing.6Comrade Lenin says that the Party programme will not beready by February 15, and proposes that:
