However, because <strong>of</strong> sabotage by the bankers,the Soviet Government speeded up the nationalisation <strong>of</strong>private banks. On the morning <strong>of</strong> December 14 (27), the Governmen<strong>to</strong>rdered workers’ detachments and Red Guard units <strong>to</strong> seizeall banks and credit institutions in Petrograd. That same day,the All- Russia Central Executive Committee adopted decrees“On the Nationalisation <strong>of</strong> the Banks” and “On the Inspection <strong>of</strong>Steel Safes in Banks”.Both decrees were published in Izvestia No. 252 on December15 (28). p. 388The draft decree was tabled by <strong>Lenin</strong> for the approval <strong>of</strong> the SupremeEconomic Council in mid- December 1917, and was firstpublished in the magazine Narodnoye Khozyaistvo (The NationalEconomy) No. 11 for November 1918. The last paragraph comesfrom the manuscript and is published here for the first time.Narodnoye Khozyaistvo—the organ <strong>of</strong> the Supreme EconomicCouncil; published from March 1918 <strong>to</strong> December 1922.p. 391The questions were raised by <strong>Lenin</strong> on December 17 (30), 1917-at a conference <strong>of</strong> delegates <strong>to</strong> the Army Congress on the Demobilisation<strong>of</strong> the Army whom the Congress had elected <strong>to</strong> participatein a Commission for the Demobilisation <strong>of</strong> the Army underthe People’s Commissariat for the Army. No answers or summaries<strong>of</strong> answers have been discovered in the archives. It wouldappear that the answers helped <strong>Lenin</strong> <strong>to</strong> arrive at the firm convictionthat it would be impossible <strong>to</strong> continue the war with theGermans, and were taken in<strong>to</strong> account in working out the Party’stactics at the peace talks with Germany. The results <strong>of</strong> the questionnairewere discussed by the government on December 18 (31)after a report given by N. V.
