EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-2012123Member St<strong>at</strong>es should have <str<strong>on</strong>g>the</str<strong>on</strong>g> flexibility to adapt <str<strong>on</strong>g>the</str<strong>on</strong>g> targets <strong>and</strong> objectives incoordin<strong>at</strong>i<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g>ir n<strong>at</strong>i<strong>on</strong>al social partners.Looking <strong>at</strong> Member St<strong>at</strong>es scores (see Table 5-4), more than 85 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>stakeholders interviewed have given this objective a score <str<strong>on</strong>g>of</str<strong>on</strong>g> 3 or above, almosthalf <str<strong>on</strong>g>of</str<strong>on</strong>g> which have given <str<strong>on</strong>g>the</str<strong>on</strong>g> highest possible score, recognizing <str<strong>on</strong>g>the</str<strong>on</strong>g> development<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> as <str<strong>on</strong>g>the</str<strong>on</strong>g> main implement<strong>at</strong>i<strong>on</strong> tool <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European Str<strong>at</strong>egyfor Member St<strong>at</strong>es. However, many interviewees have highlighted th<strong>at</strong> flexibilityshould be embedded in this objective as, in order to ensure a high degree <str<strong>on</strong>g>of</str<strong>on</strong>g>ownership by <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al stakeholders, <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> should be adapted to<str<strong>on</strong>g>the</str<strong>on</strong>g> local situ<strong>at</strong>i<strong>on</strong> <strong>and</strong> not be a copy-paste <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European Str<strong>at</strong>egy. Somestakeholders, in particular from <str<strong>on</strong>g>the</str<strong>on</strong>g> EU-15, have menti<strong>on</strong>ed th<strong>at</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> development<str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies is probably more relevant for EU-12 countries. However,although not shown here, it is interesting to note th<strong>at</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no major difference in<str<strong>on</strong>g>the</str<strong>on</strong>g> scores between EU-15 <strong>and</strong> EU-12 stakeholders.
