In Slovakia for instance, this isone ong>ofong> ong>theong> measures which have not been completed within ong>theong> planned deadline,but negotiations are ongoing. Economic incentives are part ong>ofong> providing positiveincentives to companies making an effort with regards to OSH. Intervieweesemphasised that to promote OSH positive incentives is an important motivationalfactor – motivation should be positive raong>theong>r than driven by ong>theong> threat ong>ofong> sanctionsfor non-compliance.The uptake ong>ofong> ong>theong> remaining focus areas into ong>theong> national strategies is morescattered and more than half ong>ofong> ong>theong> countries have not included ong>theong> following inong>theong>ir national ong>strategyong>:› Systematic procedures to gaong>theong>r and analyse ong>theong> data drawn from ong>theong> healthsurveillance ong>ofong> workers;› Campaigns to raise doctors' awareness ong>ofong> ong>theong>ir patients' medical history andworking conditions;› Improving ong>theong> rehabilitation and reintegration ong>ofong> workers excluded from ong>theong>workplace.All in all, ong>theong> desk studies ong>ofong> national strategies point to a high degree ong>ofong> coherencebetween ong>theong> national strategies and ong>theong> European ong>strategyong> - this also includesMember States where ong>theong> national ong>strategyong> was only to a limited degree developedon account ong>ofong> ong>theong> European ong>strategyong>. However, as also emphasised by manystakeholders during interviews, ong>theong>re are variations, which indicates, that ong>theong>national strategies have been developed with inspiration from ong>theong> Europeanong>strategyong> and its priorities, but adapted to ong>theong> national context and key priority areas.This is in line with ong>theong> intentions ong>ofong> ong>theong> European ong>strategyong>, which specifically statesthat ong>theong> national strategies "should be defined on ong>theong> basis ong>ofong> a detailed ong>evaluationong>ong>ofong> ong>theong> national situation" (p. 9).4.3.3 Implementation ong>ofong> national strategiesIn order to obtain a picture ong>ofong> ong>theong> achievements in relation to ong>theong> implementation ong>ofong>national strategies, we have asked ong>theong> stakeholders at Member State level about ong>theong>views on ong>theong> status ong>ofong> implementation and ong>theong> degree to which objectives/targetsare being achieved. It must be mentioned that ong>theong> national strategies are in variousstages ong>ofong> implementation as some have existed for quite some time whereas oong>theong>rsare fairly recent. The table reflects a general picture that Member States have come quite farin ong>theong> implementation ong>ofong> ong>theong>ir national strategies. However, this coversconsiderable differences between countries. In some countries, such as Spain andSlovakia, respondents almost universally state that about 90% ong>ofong> ong>theong> national actionong>strategyong> has been implemented, whereas oong>theong>r countries have been almost at astandstill according to interviewees.Based on received data, three countries are perceived to have had little or very littleeffectiveness in implementing and achieving ong>theong>ir national goals. One ong>ofong> ong>theong>secountries is Denmark, which has a new ong>strategyong> which explains whyimplementation is still very limited. Similarly Greece has a relatively new ong>strategyong>– from 2012 – and this is ong>theong> first OSH ong>strategyong> ong>ofong> ong>theong> country, which may explainong>theong> low scores given. Political instability and ong>theong> effects ong>ofong> ong>theong> economic crisis mayalso be contributory factors. Estonia is also among ong>theong> countries with lower scores.This is not because ong>theong>re is a low level ong>ofong> activity in ong>theong> OSH area, but ong>theong> actionsseem to be driven by oong>theong>r factors, notably ong>theong> Labour Inspectorate which has aseparate work plan.It should be noticed that stakeholders within a country ong>ofong>ten have a differentperception ong>ofong> ong>theong> success ong>ofong> ong>theong> implementation ong>ofong> ong>theong>ir national ong>strategyong> and thismay blur ong>theong> picture. Several stakeholders mention ong>theong> economic crisis as a reasonfor achieving less than anticipated, but in most cases some progress has been madein spite ong>ofong> this.In regard to ong>theong> immediate impacts achieved as a result ong>ofong> ong>theong> implementation ong>ofong>national strategies, we have asked ong>theong> Member State stakeholders five keyquestions.
