In some countries, such as Spain <strong>and</strong>Slovakia, resp<strong>on</strong>dents almost universally st<strong>at</strong>e th<strong>at</strong> about 90% <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al acti<strong>on</strong><str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> has been implemented, whereas o<str<strong>on</strong>g>the</str<strong>on</strong>g>r countries have been almost <strong>at</strong> ast<strong>and</strong>still according to interviewees.Based <strong>on</strong> received d<strong>at</strong>a, three countries are perceived to have had little or very littleeffectiveness in implementing <strong>and</strong> achieving <str<strong>on</strong>g>the</str<strong>on</strong>g>ir n<strong>at</strong>i<strong>on</strong>al goals. One <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>secountries is Denmark, which has a new <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> which explains whyimplement<strong>at</strong>i<strong>on</strong> is still very limited. Similarly Greece has a rel<strong>at</strong>ively new <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g>– from 2012 – <strong>and</strong> this is <str<strong>on</strong>g>the</str<strong>on</strong>g> first OSH <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> country, which may explain<str<strong>on</strong>g>the</str<strong>on</strong>g> low scores given. Political instability <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> effects <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omic crisis mayalso be c<strong>on</strong>tributory factors. Est<strong>on</strong>ia is also am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> countries with lower scores.This is not because <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a low level <str<strong>on</strong>g>of</str<strong>on</strong>g> activity in <str<strong>on</strong>g>the</str<strong>on</strong>g> OSH area, but <str<strong>on</strong>g>the</str<strong>on</strong>g> acti<strong>on</strong>sseem to be driven by o<str<strong>on</strong>g>the</str<strong>on</strong>g>r factors, notably <str<strong>on</strong>g>the</str<strong>on</strong>g> Labour Inspector<strong>at</strong>e which has asepar<strong>at</strong>e <strong>work</strong> plan.It should be noticed th<strong>at</strong> stakeholders within a country <str<strong>on</strong>g>of</str<strong>on</strong>g>ten have a differentpercepti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> success <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir n<strong>at</strong>i<strong>on</strong>al <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> <strong>and</strong> thismay blur <str<strong>on</strong>g>the</str<strong>on</strong>g> picture.
