Also, <str<strong>on</strong>g>the</str<strong>on</strong>g> causal rel<strong>at</strong>i<strong>on</strong>ships between acti<strong>on</strong>s taken <strong>and</strong> impactsachieved are complex <strong>and</strong> interlinked. For this reas<strong>on</strong>, it is not possible to ascertain<str<strong>on</strong>g>the</str<strong>on</strong>g> degree to which <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> in itself has influenced <str<strong>on</strong>g>the</str<strong>on</strong>g> level <str<strong>on</strong>g>of</str<strong>on</strong>g><strong>work</strong>-rel<strong>at</strong>ed accidents <strong>and</strong> diseases.Studies indic<strong>at</strong>e th<strong>at</strong> OSH regul<strong>at</strong>i<strong>on</strong> put administr<strong>at</strong>ive burdens <strong>on</strong> enterprises <strong>and</strong>th<strong>at</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>se burdens load enterprises ec<strong>on</strong>omically. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> costs <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>accidents <strong>at</strong> <strong>work</strong> <strong>and</strong> occup<strong>at</strong>i<strong>on</strong>al illnesses which <str<strong>on</strong>g>the</str<strong>on</strong>g> regul<strong>at</strong>i<strong>on</strong> aims <strong>at</strong>preventing are much higher. In additi<strong>on</strong>, OSH measures which are well planned<strong>and</strong> system<strong>at</strong>ically carried out can be investments which pay <str<strong>on</strong>g>of</str<strong>on</strong>g>f in ec<strong>on</strong>omic termsto <str<strong>on</strong>g>the</str<strong>on</strong>g> individual enterprise. Not <strong>on</strong>ly OSH regul<strong>at</strong>i<strong>on</strong> but also incentive schemescan encourage proper OSH measures with an ec<strong>on</strong>omic return which outweighs <str<strong>on</strong>g>the</str<strong>on</strong>g>costs.Given <str<strong>on</strong>g>the</str<strong>on</strong>g> large amount <str<strong>on</strong>g>of</str<strong>on</strong>g> d<strong>at</strong>a <strong>on</strong> costs <strong>and</strong> benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> OSH regul<strong>at</strong>i<strong>on</strong> <strong>and</strong>measures, it is c<strong>on</strong>sidered reas<strong>on</strong>able to assume th<strong>at</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> has alsogiven rise to positive ec<strong>on</strong>omic benefits. However, <strong>on</strong>ly a proper cost-benefitassessment can analyse <str<strong>on</strong>g>the</str<strong>on</strong>g> extent <str<strong>on</strong>g>of</str<strong>on</strong>g> this impact <strong>and</strong> whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r it is proporti<strong>on</strong><strong>at</strong>e to<str<strong>on</strong>g>the</str<strong>on</strong>g> costs <str<strong>on</strong>g>of</str<strong>on</strong>g> developing <strong>and</strong> implementing <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g>.The European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> points to <str<strong>on</strong>g>the</str<strong>on</strong>g> benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> direct or indirect ec<strong>on</strong>omicincentives for preventi<strong>on</strong> measures as regards development <str<strong>on</strong>g>of</str<strong>on</strong>g> awareness,particularly in SMEs. The study <strong>on</strong> incentive schemes <str<strong>on</strong>g>of</str<strong>on</strong>g> EU-OSHA points to <str<strong>on</strong>g>the</str<strong>on</strong>g>ec<strong>on</strong>omic benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> such incentives.
