It should bementi<strong>on</strong>ed th<strong>at</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Employers group in <str<strong>on</strong>g>the</str<strong>on</strong>g> ACSH annexed a separ<strong>at</strong>e positi<strong>on</strong> to<str<strong>on</strong>g>the</str<strong>on</strong>g> Opini<strong>on</strong>, showing th<strong>at</strong> c<strong>on</strong>sensus am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> stakeholder groups composing <str<strong>on</strong>g>the</str<strong>on</strong>g>ACSH has not been fully reached. The main c<strong>on</strong>cern <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Employer grouprel<strong>at</strong>es to <str<strong>on</strong>g>the</str<strong>on</strong>g> need to prioritise am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> different issues listed in <str<strong>on</strong>g>the</str<strong>on</strong>g> ACSHOpini<strong>on</strong>.The ACSH Opini<strong>on</strong> provides a list <str<strong>on</strong>g>of</str<strong>on</strong>g> issues to be c<strong>on</strong>sidered when elabor<strong>at</strong>ing afuture EU <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> <strong>on</strong> <strong>work</strong>ers’ <strong>health</strong> <strong>and</strong> <strong>safety</strong>. These issues can be grouped int<str<strong>on</strong>g>of</str<strong>on</strong>g>our c<strong>at</strong>egories:› General policy c<strong>on</strong>text, taking into account <str<strong>on</strong>g>the</str<strong>on</strong>g> EU 2020 agenda, <str<strong>on</strong>g>the</str<strong>on</strong>g> necessityto cre<strong>at</strong>e more jobs <strong>and</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a better quality, an emphasis <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>investing in OSH for competitiveness, <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> a preventiveculture but also <str<strong>on</strong>g>the</str<strong>on</strong>g> identific<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>health</strong>-enhancing factors <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>work</strong>.› Definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> main objectives, including <str<strong>on</strong>g>the</str<strong>on</strong>g> achievement by 2020 <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> samelevel <str<strong>on</strong>g>of</str<strong>on</strong>g> protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>fered by <str<strong>on</strong>g>the</str<strong>on</strong>g> Frame<strong>work</strong> Directive to all <strong>work</strong>ers in allMember St<strong>at</strong>es, <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinuous improvement <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>health</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> quality <str<strong>on</strong>g>of</str<strong>on</strong>g><strong>work</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> EU <strong>work</strong>ers; <str<strong>on</strong>g>the</str<strong>on</strong>g> integr<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> gender-specific differences; <str<strong>on</strong>g>the</str<strong>on</strong>g>prioritis<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> preventi<strong>on</strong> over rehabilit<strong>at</strong>i<strong>on</strong> <strong>and</strong> rehabilit<strong>at</strong>i<strong>on</strong> over leaving<str<strong>on</strong>g>the</str<strong>on</strong>g> labour market; <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> setting <str<strong>on</strong>g>of</str<strong>on</strong>g> quantit<strong>at</strong>ive targets <strong>at</strong> n<strong>at</strong>i<strong>on</strong>al level(where appropri<strong>at</strong>e) <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>work</strong>-rel<strong>at</strong>ed accidents, diseases <strong>and</strong>dangerous exposures.› Prioritis<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> main <strong>health</strong> <strong>and</strong> <strong>safety</strong> issues, including MSDs, <strong>work</strong>rel<strong>at</strong>edpsychosocial risks, <strong>work</strong>-rel<strong>at</strong>ed cancers, nanom<strong>at</strong>erials, <strong>and</strong>vulnerable <strong>work</strong>ers; <strong>and</strong> prioritis<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> main risk management measuresincluding high-quality risk assessment, organis<strong>at</strong>i<strong>on</strong>al changes in companiesto prevent occup<strong>at</strong>i<strong>on</strong>al accidents <strong>and</strong> diseases, enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> socialdialogue <strong>and</strong> <strong>work</strong>ers’ particip<strong>at</strong>i<strong>on</strong>, better regul<strong>at</strong>i<strong>on</strong> <strong>and</strong> adequ<strong>at</strong>e resourcesfor labour inspector<strong>at</strong>es for more effective enforcement.› Determin<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> appropri<strong>at</strong>e tools <strong>and</strong> instruments for <str<strong>on</strong>g>the</str<strong>on</strong>g> implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g> Str<strong>at</strong>egy such as <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinued improvement <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies;streng<str<strong>on</strong>g>the</str<strong>on</strong>g>ned policy coherence (in particular in rel<strong>at</strong>i<strong>on</strong> to public <strong>health</strong>,REACH, research <strong>and</strong> educ<strong>at</strong>i<strong>on</strong>);
