However, <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>at</strong>est report, providing guidance toMember St<strong>at</strong>es <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> N<strong>at</strong>i<strong>on</strong>al Reform Programmes, does not menti<strong>on</strong>occup<strong>at</strong>i<strong>on</strong>al <strong>health</strong> <strong>and</strong> <strong>safety</strong> as part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> drive towards increasing labour marketparticip<strong>at</strong>i<strong>on</strong>.Thus, while <str<strong>on</strong>g>the</str<strong>on</strong>g>oretically <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a high degree <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sistency between <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g><strong>and</strong> EU2020, in practise <str<strong>on</strong>g>the</str<strong>on</strong>g> integr<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> OSH policy into EU2020 policy hasbeen very limited.Good c<strong>on</strong>sistencywith public <strong>health</strong>policyLimited degree <str<strong>on</strong>g>of</str<strong>on</strong>g>c<strong>on</strong>sistency witho<str<strong>on</strong>g>the</str<strong>on</strong>g>r areasC<strong>on</strong>sistency <strong>at</strong>Member St<strong>at</strong>e levelAs regards public <strong>health</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> degree <str<strong>on</strong>g>of</str<strong>on</strong>g> coherence between public <strong>health</strong> <strong>and</strong> <strong>health</strong><strong>and</strong> <strong>safety</strong> <strong>at</strong> <strong>work</strong> is high. Initi<strong>at</strong>ives have been taken in <str<strong>on</strong>g>the</str<strong>on</strong>g> areas <str<strong>on</strong>g>of</str<strong>on</strong>g> tobacco in <str<strong>on</strong>g>the</str<strong>on</strong>g><strong>work</strong> place <strong>and</strong> mental <strong>health</strong> (wellbeing). There is c<strong>on</strong>sensus th<strong>at</strong> <strong>work</strong> has beeneffectively carried out to integr<strong>at</strong>e <strong>health</strong> promoti<strong>on</strong> issues into <str<strong>on</strong>g>the</str<strong>on</strong>g> general OSHframe<strong>work</strong>, although less so with mental ill-<strong>health</strong> aspects, especially in rel<strong>at</strong>i<strong>on</strong> tointegr<strong>at</strong>ing those with mental <strong>health</strong> problems into <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>work</strong>place.The findings <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>evalu<strong>at</strong>i<strong>on</strong></str<strong>on</strong>g> point to a limited degree <str<strong>on</strong>g>of</str<strong>on</strong>g> active promoti<strong>on</strong> <strong>and</strong>integr<strong>at</strong>i<strong>on</strong> between <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> <strong>and</strong> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r key policy areas.Mainstreaming <str<strong>on</strong>g>of</str<strong>on</strong>g> OSH has taken place to a limited extent with envir<strong>on</strong>mentalpolicies (REACH, industrial air emissi<strong>on</strong>s, etc.); employment policies (but not asmuch as could have been expected); fisheries; research; regi<strong>on</strong>al policy; <strong>and</strong> publicprocurement. It has not happened with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r relevant EU policy areas such asagricultural development; educ<strong>at</strong>i<strong>on</strong>; or migr<strong>at</strong>i<strong>on</strong>.The desk study <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies shows th<strong>at</strong> Member St<strong>at</strong>es have, to a largeextent, c<strong>on</strong>sidered <str<strong>on</strong>g>the</str<strong>on</strong>g> need for coherence with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r policies in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir str<strong>at</strong>egies. The<strong>work</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> has inspired MemberSt<strong>at</strong>es to take a more holistic view <strong>on</strong> OSH than would o<str<strong>on</strong>g>the</str<strong>on</strong>g>rwise have been <str<strong>on</strong>g>the</str<strong>on</strong>g>case.This <str<strong>on</strong>g>evalu<strong>at</strong>i<strong>on</strong></str<strong>on</strong>g> has not encompassed a review <str<strong>on</strong>g>of</str<strong>on</strong>g> individual policy documents fromo<str<strong>on</strong>g>the</str<strong>on</strong>g>r policy areas in <str<strong>on</strong>g>the</str<strong>on</strong>g> Member St<strong>at</strong>es to assess <str<strong>on</strong>g>the</str<strong>on</strong>g> specificities <str<strong>on</strong>g>of</str<strong>on</strong>g> policycoherence. There is c<strong>on</strong>crete d<strong>at</strong>a to suggest th<strong>at</strong> Member St<strong>at</strong>es are <strong>work</strong>ingactively to mainstream OSH into educ<strong>at</strong>i<strong>on</strong> <strong>and</strong> training policies. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r policyareas menti<strong>on</strong>ed during interviews with Member St<strong>at</strong>e stakeholders are, inparticular, employment policies <strong>and</strong> public <strong>health</strong> policies.
