EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-2012874.3.6 Summary <str<strong>on</strong>g>of</str<strong>on</strong>g> findings <strong>on</strong> objective 2: N<strong>at</strong>i<strong>on</strong>alstr<strong>at</strong>egiesAll Member St<strong>at</strong>es - except <strong>on</strong>e - now have a n<strong>at</strong>i<strong>on</strong>al <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> or comparableinstrument. The European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> has been a driver <strong>and</strong> source <str<strong>on</strong>g>of</str<strong>on</strong>g> inspir<strong>at</strong>i<strong>on</strong> for<str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies - although not in all countries <strong>and</strong> with different emphasis indifferent countries. Most <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies encompass <str<strong>on</strong>g>the</str<strong>on</strong>g> objectives,priority areas <strong>and</strong> instruments set out in <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g>. Excepti<strong>on</strong>s are <str<strong>on</strong>g>the</str<strong>on</strong>g>areas <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>health</strong> surveillance <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> rehabilit<strong>at</strong>i<strong>on</strong>/reintegr<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>work</strong>ers excludedfrom <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>work</strong>place, which are reflected in a more limited number <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>alstr<strong>at</strong>egies incorpor<strong>at</strong>ing <str<strong>on</strong>g>the</str<strong>on</strong>g>se provisi<strong>on</strong>s (9-12 n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies depending <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>subject).The ACSH c<strong>on</strong>tributed positively to <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies throughdialogue <strong>and</strong> <strong>work</strong>shops to exchange experience <strong>and</strong> best practises.The implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al str<strong>at</strong>egies has been quite successful overallwith some countries being more effective than o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs. This has also led to positiveimpacts in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> better practises <strong>and</strong> risk assessment, better implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>legisl<strong>at</strong>i<strong>on</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> promoti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a preventive culture. It is not possible to quantify<str<strong>on</strong>g>the</str<strong>on</strong>g>se impacts <strong>and</strong> it is not possible to determine to wh<strong>at</strong> extent <str<strong>on</strong>g>the</str<strong>on</strong>g>se impacts maybe <strong>at</strong>tributed to <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g>. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> d<strong>at</strong>a str<strong>on</strong>gly indic<strong>at</strong>es th<strong>at</strong><str<strong>on</strong>g>the</str<strong>on</strong>g>re is a positive causal rel<strong>at</strong>i<strong>on</strong> between <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> <strong>and</strong> acti<strong>on</strong>s <strong>and</strong>effects <strong>at</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>al level.The European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> focused <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> development <strong>and</strong> implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>i<strong>on</strong>alstr<strong>at</strong>egies. This objective can to a large extent be c<strong>on</strong>sidered achieved, with <str<strong>on</strong>g>the</str<strong>on</strong>g>reserv<strong>at</strong>i<strong>on</strong> th<strong>at</strong> implement<strong>at</strong>i<strong>on</strong> is more effective in some Member St<strong>at</strong>es than ino<str<strong>on</strong>g>the</str<strong>on</strong>g>rs. C<strong>on</strong>sidering th<strong>at</strong> almost all Member St<strong>at</strong>es now have a <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g>, <str<strong>on</strong>g>the</str<strong>on</strong>g> futureperspectives for relevant acti<strong>on</strong>s seem to be more in <str<strong>on</strong>g>the</str<strong>on</strong>g> area <str<strong>on</strong>g>of</str<strong>on</strong>g> exchanging views<strong>and</strong> experience <strong>on</strong> specific m<strong>at</strong>ters rel<strong>at</strong>ing to <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> implement<strong>at</strong>i<strong>on</strong> <strong>and</strong> use <str<strong>on</strong>g>of</str<strong>on</strong>g>instruments as well as <str<strong>on</strong>g>the</str<strong>on</strong>g> m<strong>on</strong>itoring/<str<strong>on</strong>g>evalu<strong>at</strong>i<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> str<strong>at</strong>egies, which did notreceive very much <strong>at</strong>tenti<strong>on</strong> <strong>at</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> EU level during <str<strong>on</strong>g>the</str<strong>on</strong>g> present <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g> period.4.4 Achievements in rel<strong>at</strong>i<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g>encouragement <str<strong>on</strong>g>of</str<strong>on</strong>g> changes in behaviour <strong>and</strong><str<strong>on</strong>g>the</str<strong>on</strong>g> promoti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a preventive cultureThe European <str<strong>on</strong>g>str<strong>at</strong>egy</str<strong>on</strong>g>'s priority <strong>on</strong> promoting changes in behaviour c<strong>on</strong>tainsacti<strong>on</strong>s within two main areas:› Integr<strong>at</strong>ing <strong>health</strong> <strong>and</strong> <strong>safety</strong> into educ<strong>at</strong>i<strong>on</strong> <strong>and</strong> training programmes› Healthier <strong>and</strong> safer <strong>work</strong>places: Improving <strong>health</strong> <strong>and</strong> promoting awarenesswithin companiesThe below secti<strong>on</strong>s describe <str<strong>on</strong>g>the</str<strong>on</strong>g> acti<strong>on</strong>s taken <strong>and</strong> achievements made under eachmain area.
