EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-201227The role ong>ofong> ong>theong> European Agency for Health and Safety at Work (EU-OSHA) isalso highlighted in ong>theong> ong>strategyong>, which recalls at several points EU-OSHA’sresearch and expertise capacities as well as its central role in ong>theong> promotion ong>ofong>occupational health and safety. EU-OSHA’s campaigns are aimed at triggeringaction at ong>theong> EU level and also prompting furong>theong>r promotional activities at ong>theong>national level. The EU-OSHA has a focal point in each Member State (typically ong>theong>competent national authority for safety and health at work).In addition, Eurostat and ong>theong> European Foundation for ong>theong> Improvement ong>ofong> Livingand Working Conditions (Eurong>ofong>ound) are also called upon in ong>theong> ong>strategyong> inrelation to several specific areas relating to statistics and research.At ong>theong> national level, Member States health and safety authorities play a key role inimplementing ong>theong> ong>strategyong>, as do ong>theong> national labour inspectorates when it comes toenforcement and monitoring ong>ofong> compliance.Among ong>theong> many oong>theong>r actors who play a role in ong>theong> creation and implementationong>ofong> OSH legislation and policies, European and national social partners are in a keyposition as ong>theong>y provide ong>theong> channel for ong>theong> views ong>ofong> employers and workers andare direct actors in negotiating working conditions. At ong>theong> EU level, ong>theong> leadingcross-industry organisations are European Centre ong>ofong> Employers and Enterprisesproviding Public services (CEEP), BUSINESSEUROPE and UEAPME 3 , whichrepresent employers in ong>theong> public and private sectors, and ong>theong> European TradeUnion Confederation (ETUC), representing workers. In addition, more than 80sectoral social organisations represent workers and employers at ong>theong> EU level.They have also jointly developed a number ong>ofong> health and safety actions anddocuments. All ong>theong>se organisations, cross-industry and sectoral, representing at ong>theong>EU level both employers and workers, form ong>theong> European social dialogue (see boxbelow).At ong>theong> national level, social partners are instrumental in ong>theong> making ong>ofong> OSH policyand in ong>theong> implementation ong>ofong> OSH measures at ong>theong> company level. The EU sectoral socialdialogue is organised within ong>theong> framework ong>ofong> European sectoral social dialoguecommittees.The Commission has created 41 European social dialogue committees, which nowcover 145 million workers in Europe, i.e. more than three-quarters ong>ofong> ong>theong> Europeanworkforce. These are fora for consultations on European policies and tools forautonomous social dialogue among ong>theong> European social partners who may developjoint actions and conduct negotiations, ong>theong>reby contributing directly to shaping EUlabour legislation and policies.European social partners may adopt agreements. In ong>theong> latter case, ong>theong> agreementsare binding only for ong>theong> signatories and ong>theong>ir affiliates. The framework agreementsadopted by ong>theong> EU cross-industry social partners apply to all sectors (e.g. FrameworkAgreement on stress at work), while sectoral agreement can take into account ong>theong>specificity ong>ofong> market conditions and working conditions in sectors.The European Social Dialogue has existed for almost 30 years.
