EVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-201227The role <strong>of</strong> <strong>the</strong> European Agency for Health and Safety at Work (EU-OSHA) isalso highlighted in <strong>the</strong> <strong>strategy</strong>, which recalls at several points EU-OSHA’sresearch and expertise capacities as well as its central role in <strong>the</strong> promotion <strong>of</strong>occupational health and safety. EU-OSHA’s campaigns are aimed at triggeringaction at <strong>the</strong> EU level and also prompting fur<strong>the</strong>r promotional activities at <strong>the</strong>national level. The EU-OSHA has a focal point in each Member State (typically <strong>the</strong>competent national authority for safety and health at work).In addition, Eurostat and <strong>the</strong> European Foundation for <strong>the</strong> Improvement <strong>of</strong> Livingand Working Conditions (Eur<strong>of</strong>ound) are also called upon in <strong>the</strong> <strong>strategy</strong> inrelation to several specific areas relating to statistics and research.At <strong>the</strong> national level, Member States health and safety authorities play a key role inimplementing <strong>the</strong> <strong>strategy</strong>, as do <strong>the</strong> national labour inspectorates when it comes toenforcement and monitoring <strong>of</strong> compliance.Among <strong>the</strong> many o<strong>the</strong>r actors who play a role in <strong>the</strong> creation and implementation<strong>of</strong> OSH legislation and policies, European and national social partners are in a keyposition as <strong>the</strong>y provide <strong>the</strong> channel for <strong>the</strong> views <strong>of</strong> employers and workers andare direct actors in negotiating working conditions. At <strong>the</strong> EU level, <strong>the</strong> leadingcross-industry organisations are European Centre <strong>of</strong> Employers and Enterprisesproviding Public services (CEEP), BUSINESSEUROPE and UEAPME 3 , whichrepresent employers in <strong>the</strong> public and private sectors, and <strong>the</strong> European TradeUnion Confederation (ETUC), representing workers. In addition, more than 80sectoral social organisations represent workers and employers at <strong>the</strong> EU level.They have also jointly developed a number <strong>of</strong> health and safety actions anddocuments. All <strong>the</strong>se organisations, cross-industry and sectoral, representing at <strong>the</strong>EU level both employers and workers, form <strong>the</strong> European social dialogue (see boxbelow).At <strong>the</strong> national level, social partners are instrumental in <strong>the</strong> making <strong>of</strong> OSH policyand in <strong>the</strong> implementation <strong>of</strong> OSH measures at <strong>the</strong> company level. 28 EVALUATION OF THE EUREVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-201228Box 2-1 The European Social Dialogue 4The European Social Dialogue takes place at cross-industry and sectoral level, wheremore than 80 organisations, <strong>the</strong> "EU social partners", coming from different economicsectors, represent employers and employees' interests. The EU sectoral socialdialogue is organised within <strong>the</strong> framework <strong>of</strong> European sectoral social dialoguecommittees.The Commission has created 41 European social dialogue committees, which nowcover 145 million workers in Europe, i.e. more than three-quarters <strong>of</strong> <strong>the</strong> Europeanworkforce. These are fora for consultations on European policies and tools forautonomous social dialogue among <strong>the</strong> European social partners who may developjoint actions and conduct negotiations, <strong>the</strong>reby contributing directly to shaping EUlabour legislation and policies.European social partners may adopt agreements. In <strong>the</strong> latter case, <strong>the</strong> agreementsare binding only for <strong>the</strong> signatories and <strong>the</strong>ir affiliates. The framework agreementsadopted by <strong>the</strong> EU cross-industry social partners apply to all sectors (e.g. FrameworkAgreement on stress at work), while sectoral agreement can take into account <strong>the</strong>specificity <strong>of</strong> market conditions and working conditions in sectors.The European Social Dialogue has existed for almost 30 years.
