28 EVALUATION OF THE EUREVALUATION OF THE EUROPEAN STRATEGY ON SAFETY AND HEALTH AT WORK 2007-201228Box 2-1 The European Social Dialogue 4The European Social Dialogue takes place <strong>at</strong> cross-industry <strong>and</strong> sectoral level, wheremore than 80 organis<strong>at</strong>i<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> "EU social partners", coming from different ec<strong>on</strong>omicsectors, represent employers <strong>and</strong> employees' interests. The EU sectoral socialdialogue is organised within <str<strong>on</strong>g>the</str<strong>on</strong>g> frame<strong>work</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> European sectoral social dialoguecommittees.The Commissi<strong>on</strong> has cre<strong>at</strong>ed 41 European social dialogue committees, which nowcover 145 milli<strong>on</strong> <strong>work</strong>ers in Europe, i.e. more than three-quarters <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European<strong>work</strong>force. These are fora for c<strong>on</strong>sult<strong>at</strong>i<strong>on</strong>s <strong>on</strong> European policies <strong>and</strong> tools foraut<strong>on</strong>omous social dialogue am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> European social partners who may developjoint acti<strong>on</strong>s <strong>and</strong> c<strong>on</strong>duct negoti<strong>at</strong>i<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g>reby c<strong>on</strong>tributing directly to shaping EUlabour legisl<strong>at</strong>i<strong>on</strong> <strong>and</strong> policies.European social partners may adopt agreements. In <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>at</strong>ter case, <str<strong>on</strong>g>the</str<strong>on</strong>g> agreementsare binding <strong>on</strong>ly for <str<strong>on</strong>g>the</str<strong>on</strong>g> sign<strong>at</strong>ories <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir affili<strong>at</strong>es. The frame<strong>work</strong> agreementsadopted by <str<strong>on</strong>g>the</str<strong>on</strong>g> EU cross-industry social partners apply to all sectors (e.g. Frame<strong>work</strong>Agreement <strong>on</strong> stress <strong>at</strong> <strong>work</strong>), while sectoral agreement can take into account <str<strong>on</strong>g>the</str<strong>on</strong>g>specificity <str<strong>on</strong>g>of</str<strong>on</strong>g> market c<strong>on</strong>diti<strong>on</strong>s <strong>and</strong> <strong>work</strong>ing c<strong>on</strong>diti<strong>on</strong>s in sectors.The European Social Dialogue has existed for almost 30 years.
