1 IntroductionPurposeThis <strong>Stormwater</strong> <strong>Quality</strong> <strong>Design</strong> <strong>Manual</strong> forthe <strong>Sacramento</strong> and South Placer Regions(manual) outlines planning tools andrequirements to reduce urban run<strong>of</strong>fpollution to the maximum extent practicable(MEP) from new development andredevelopment projects.This manual is a collaborative effort <strong>of</strong> the<strong>Sacramento</strong> <strong>Stormwater</strong> <strong>Quality</strong> Partnership 1and the <strong>City</strong> <strong>of</strong> Roseville, and it is intendedto satisfy the regulatory requirements <strong>of</strong>their respective municipal stormwaterpermits. (See the section BackgroundInformation later in this chapter for more about the Partnership and permitrequirements.)GoalsThe <strong>Sacramento</strong> and Rosevillepermitting agencies have thefollowing goals for this manual:• Protect the quality <strong>of</strong> our localcreeks and rivers.• Consolidate all stormwaterquality design requirementsinto one document.• Provide a consistent set <strong>of</strong>requirements for stormwaterquality management thatapply in the urbanized part <strong>of</strong><strong>Sacramento</strong> County and theThis <strong>Design</strong> <strong>Manual</strong>This comprehensive manualoutlines a consistent set <strong>of</strong>stormwater quality managementdesign standards for many new andredevelopment projects in theurbanized parts <strong>of</strong> <strong>Sacramento</strong>County and the <strong>City</strong> <strong>of</strong> Roseville. Itprovides planning and design toolsfor use by planners, architects,landscape architects, engineersand environmental pr<strong>of</strong>essionals.The stormwater quality development standardsare intended to protect our valuable creek andriver resources for future generations.<strong>City</strong> <strong>of</strong> Roseville. That is intended to facilitate better areawide compliance withclean water laws.1 The <strong>Sacramento</strong> <strong>Stormwater</strong> <strong>Quality</strong> Partnership includes the County <strong>of</strong> <strong>Sacramento</strong> and the Cities <strong>of</strong> CitrusHeights, Elk Grove, Folsom, Galt, Rancho Cordova and <strong>Sacramento</strong>.
