Chapter 3Step 9: Establish Long TermMaintenance RequirementsFor projects using porous pavement or green ro<strong>of</strong>(Chapter 5), or any <strong>of</strong> the treatment controlmeasures (Chapter 6), verification <strong>of</strong> long-termmaintenance provisions is required. This ismandated by the agencies’ municipal stormwaterpermits. The local permitting agencies in the<strong>Sacramento</strong> and South Placer areas will ensure amaintenance plan is in place through the execution <strong>of</strong> a maintenance agreement,covenant or permit with the property owner.Each fact sheet in Chapter 5 and 6 for a control measure that requires a maintenanceplan includes a table listing inspection and maintenance recommendations. Thistable (as amended by the project designer/property owner, if applicable) is meant tobe incorporated into the maintenance agreement for the project.Typically maintenance agreements and covenants are recorded with the deed for theproperty and follow property ownership. The agreements generally includeprovisions for the permitting agency to recover costs for maintenance in the eventthat the property owner fails to fulfill their obligations. They also requirereconstruction or replacement <strong>of</strong> the feature when it fails to function properly. Forinformational purposes, Appendix B presents projected lifespan information for thevarious control measures.Check with the local permitting agency about the maintenance submittalrequirements and timing for execution <strong>of</strong> the agreement. See Appendix B foradditional information and sample maintenance agreements.Step 10: ConstructVerification <strong>of</strong> long-termmaintenance provisions isrequired for projects usingstormwater qualitytreatment controlmeasures such as vegetatedswales and stormwaterplanters. See Appendix Bfor a complete list.During the construction phase, follow the construction guidelines for the stormwaterquality control measures described in the fact sheets found later in this manual. It isparticularly important to protect the facilities from receiving sediment loads duringthe construction process. To protect facilities from adjacent construction activities,educate the construction superintendent and use erosion and sediment controltechniques, such as erosion control blankets and straw wattles/fiber rolls. Forconstruction erosion and sedimentation control standards and details, reference thelocal permitting agency’s standard specifications and/or guidance manuals (seeAppendix H for contact information). Because the state <strong>of</strong> this practice is evolvingrapidly, be sure to check with the permitting agency to verify that you have the mostcurrent edition.Permitting agency inspection staff will check for proper siting and installation <strong>of</strong>stormwater quality facilities throughout the construction process.
