GlossaryStructural Control Measure means any structural facility designed andconstructed to mitigate the adverse impacts <strong>of</strong> stormwater and urban run<strong>of</strong>fpollution (e.g. canopy, structural enclosure). The category may include both sourceand treatment control measures.Target Pollutants — Pollutants identified by the permittees as most likely toimpair local receiving waters, based on evaluation <strong>of</strong> available monitoring data andother information.Treatment means the application <strong>of</strong> engineered systems that use physical,chemical, or biological processes to remove pollutants. Such processes include, butare not limited to, filtration, gravity settling, media absorption, biodegradation,biological uptake, chemical oxidation, and UV radiation.Treatment Control Measure means any engineered system designed to removepollutants by simple gravity settling <strong>of</strong> particulate pollutants, filtration, biologicaluptake, media absorption or any other physical, biological, or chemical process.Urban Run<strong>of</strong>f means any run<strong>of</strong>f from urbanized areas including stormwater anddry weather flows from a drainage area that reaches a receiving water body orsubsurface. During dry weather, urban run<strong>of</strong>f may be comprised <strong>of</strong> groundwater baseflow and/or nuisance flows, such as excess irrigation water.Volume-Based Treatment Control Measures — <strong>Stormwater</strong> quality treatmentmeasures that rely on volume capacity to treat stormwater. These measures detain orretain run<strong>of</strong>f and treat it primarily through settling or infiltration. Examples:detention and infiltration basins, porous pavement and stormwater planters(bioretention).Water Board(s) — Generic reference to the State Water Resources Control Board(SWRCB) and/or the nine Regional Water <strong>Quality</strong> Control Boards (RWQCBs).Water <strong>Quality</strong> Volume (WQV) — For stormwater treatment BMPs that dependon detention to work, the volume <strong>of</strong> water that must be detained to achievemaximum extent practicable pollutant removal. This volume <strong>of</strong> water must bedetained for a specified drawdown time.Wet Season (Rainy Season) — for the <strong>Sacramento</strong> region, the calendar periodbeginning October 1 and ending April 30.
