GlossaryRegional <strong>Stormwater</strong> <strong>Quality</strong> Treatment Facility (Regional Facility) — Afacility that treats run<strong>of</strong>f from more than one project or parcel (typically a largedrainage catchment <strong>of</strong> 100 acres or more). A regional facility may be in lieu <strong>of</strong> on-sitetreatment controls to treat urban run<strong>of</strong>f prior to discharge to Waters <strong>of</strong> the State,subject to the approval <strong>of</strong> the applicable permitting agency.Regional Water <strong>Quality</strong> Control Board (RWQCB) — California RWQCBs areresponsible for implementing pollution control provisions <strong>of</strong> the Clean Water Actand California Water Code within their jurisdiction. There are nine CaliforniaRWQCBs. <strong>Sacramento</strong> and South Placer County areas are under the jurisdiction <strong>of</strong>the Central Valley RWQCB (Region 5).Restaurant means a facility that sells prepared foods and drinks for consumption,including stationary lunch counters and refreshment stands selling prepared foodsand drinks for immediate consumption (SIC Code 5812).Retail Gasoline Outlet means any facility engaged in selling gasoline andlubricating oils.Retention — The practice <strong>of</strong> holding stormwater in ponds or basins and allowing itto slowly infiltrate to groundwater. Some portion will evaporate. Also see infiltration.Run<strong>of</strong>f — see Urban Run<strong>of</strong>f<strong>Sacramento</strong> <strong>Stormwater</strong> <strong>Quality</strong> Partnership — A collaborative <strong>of</strong> publicagencies in <strong>Sacramento</strong> County that protects and improves water quality in localwaterways for the benefit <strong>of</strong> the community and the environment. Participatingagencies include the County <strong>of</strong> <strong>Sacramento</strong> and the Cities <strong>of</strong> Citrus Heights, ElkGrove, Folsom, Galt, Rancho Cordova and <strong>Sacramento</strong>.Significant Redevelopment includes, but is not limited to: expansion <strong>of</strong> abuilding footprint; replacement <strong>of</strong> a structure; replacement <strong>of</strong> impervious surfacethat is not part <strong>of</strong> routine maintenance activity; and land-disturbing activities relatedto structural or impervious surfaces. For redevelopment projects subject to thismanual, the applicable design standards apply only to the redeveloped area, and notto the entire site, except in cases where untreated drainage from the existingdeveloped portion is allowed to enter/flow through the redeveloped portion. In suchcases, any new required treatment control measures must be designed for the entirecontributing drainage area. Redevelopment and infill project applicants should checkwith the local permitting agency at the start <strong>of</strong> project design to verify whether or notthe manual requirements apply.Source Control Measure means any schedules <strong>of</strong> activities, prohibitions <strong>of</strong>practices, maintenance procedures, managerial practices or operational practicesthat aim to prevent stormwater pollution by reducing the potential for contaminationat the source <strong>of</strong> pollution.<strong>Stormwater</strong> means stormwater run<strong>of</strong>f, snowmelt run<strong>of</strong>f, and surface run<strong>of</strong>f anddrainage.<strong>Stormwater</strong> <strong>Quality</strong> Plan — See Post-Construction <strong>Stormwater</strong> <strong>Quality</strong> Plan<strong>Stormwater</strong> <strong>Quality</strong> <strong>Design</strong> <strong>Manual</strong> for the <strong>Sacramento</strong> and South Placer RegionsGlossary–6 <strong>May</strong> <strong>2007</strong>
