Appendix CConnecting to the Sanitary Sewer System:General InformationUnincorporated <strong>Sacramento</strong> County and the Cities <strong>of</strong> Citrus Heights, ElkGrove, Folsom and Rancho CordovaSanitary sewer collection service is provided by County Sanitation District 1 (CSD-1); allwastewater is treated by the <strong>Sacramento</strong> Regional County Sanitation District (SRCSD) at the<strong>Sacramento</strong> Regional Wastewater Treatment Plant (SRWTP) in Elk Grove. 1To install or replace sewer pipelines for new business or residence, both a building permit and asewer impact (connection) permit will be required. If public right <strong>of</strong> way or publicly ownedproperty will be used, an encroachment permit will be required. Building and encroachmentpermits are issued by the County for the unincorporated area or by the applicable city. The sewerconnection permit is issued by CSD-1. The purposes <strong>of</strong> these permits are to ensure that plumbingis installed safely and legally and that everyone pays their fair share <strong>of</strong> the cost to construct thewastewater collection and treatment system (pipelines and treatment plant). Permits are notrequired for "spot repairs" (such as line replacement under 10 feet in length, or cleanoutinstallation).Sewer impact (connection) fees must be calculated by the CSD-1/SRCSD Permit Services Unit.Refer to CSD-1’s web site (www.csd-1.com) or SRCSD's website at www.srcsd.com and call876-6100 for a fee quote.A $45 inspection fee will be collected at the time <strong>of</strong> permit issuance for all pipes within theCounty <strong>of</strong> <strong>Sacramento</strong>.<strong>City</strong> <strong>of</strong> <strong>Sacramento</strong>Sanitary sewer collection service is either provided by the <strong>City</strong> <strong>of</strong> <strong>Sacramento</strong> or CSD-1,depending on the service area. Within the <strong>City</strong>’s service area, the <strong>City</strong> operates a combinedsewer system (CSS) that collects both sewage and drainage for the area. Wastewater treatmentfor these areas is provided by the SRCSD.All development projects within the <strong>City</strong> will be charged sewer impact fees:• For projects served by the <strong>City</strong>-owned collection system, the project will be charged a <strong>City</strong>sewer/CSS development fee and must pay the SRCSD sewer impact fee (connection fee).The <strong>City</strong>'s development fee will be charged through the <strong>City</strong>’s building permit process.• For projects served by CSD-1, the project must pay the CSD-1 and SRCSD sewer impact(connection) fees.1 CSD-1 covers sewer service from a residence or business (via what CSD calls the "little pipes") to SRCSD's"Interceptor System" (the "big pipes") that connect to the <strong>Sacramento</strong> Regional Wastewater Treatment Plant.<strong>Stormwater</strong> <strong>Quality</strong> <strong>Design</strong> <strong>Manual</strong> for the <strong>Sacramento</strong> and South Placer Regions<strong>May</strong> <strong>2007</strong> C–1
