Court. Libya and Chad both subscribe to the jurisdiction of the court. We went into matter in great detail and we gave ajudgment holding in favour of Chad. Now, the Libyan armies in occupation, what happened? We could not enforce it butLibya and Chad got together, they met on the site. The flag of Chad was ceremonially hoisted, the Libyan army formallywithdrew. That is the way International Law should work and that is the way International Law can work and that is theway we must make it work if we want to have a peaceful world in future.Now, we see that big powers are building up their arsenals and all sorts of things of that sort are going on, which are inviolation of International Law, including unilateral troop movements into the other countries and so on. So, we cannotpermit those to go without the whole body of peace loving citizen throughout the world, raising their hands and saying ‘Hereis International Law, why are you not following it?’ International Law is there for all to obey. By one reason why they donot, is that they do not know enough of International Law and that is why I concisely made a plea that in our schools wemust teach peace, we must teach International Law and I congratulate Mr Gandhi for taking the initiative to introducepeace studies into this wonderful set of schools that he has and it is a world initiative and we must try to spread the ideathroughout the world that every subject, if you are teaching history, have a peace element in it. If you are teaching geography,have a peace element in it, environment, and protection of natural resources. Teaching physics, talk about nuclear weapons.Teaching chemistry, talk about how chemistry is abused for chemical weapons and so on. There is wonderful scope for allof this and the judiciary can also do a great deal and let me tell you a very interesting episode that occurred recently. I toldyou that in my judgment I categorically asserted dissenting judgment of course; I categorically asserted that nuclear weaponsare illegal in all circumstances whatsoever. Now, recently some nuclear protestors in Scotland got onto the premises wherethe trident weapon was being produced and the trident submarine. They got on to the submarine, they damaged themachinery on the submarine, they threw some of it over board and they were charged for trespass and for damage underScottish law. They were charged before Scottish Magistrate. Their defense was principally my judgment. They referred tomy judgment and said that ‘Making of these weapons is a crime under the International Law. It is crime against humanity;we are doing this for the protection of humanity. Nobody else is moving in this matter therefore we are moving and we aredoing it in the assertion of the rights of the mankind’. And, what do you think that Sheriff as they call magistrate there,directed the Jury to acquit the accused and the accused were acquitted. That was a tremendous victory for InternationalLaw. Of course, the Lord Advocate of the Scotland could not take that lying down, he had to appeal but he could notappeal against the acquittal under Scottish Law but he appealed and pointed out that my judgment was a dissentingjudgment and not the judgment of the court and the court of the appeal observed that the judgment relied by the Sheriff wasdissenting judgment and not the judgment of the court but that doesn’t matter, what matters is that if the judges take theinitiative they can give the leadership in the direction of the law and lot of International Law including Environmental Law,Sustainable Development Law and so on, is actually undeveloped law which the judges can develop and the judges are inthe best position to develop it.So all of these are wonderful avenues for concerned citizens to interest themselves. We have to generate respect forInternational Law, we cannot do so without the knowledge of International Law, we have got to therefore communicatethat knowledge at all levels. We have to universalize the International Law by saying that it’s not the product of onecivilization or one culture, it’s a world wide product. We have to campaign and what greater inspiration for campaigning inpublic interest than that of Great Mahatma Gandhi. The way in which the force of ideas can overcome even the might of thegreatest empire on the Earth. So, we must not give up, we just go on because we know we are right and we proceed inpointing out what the law requires and we must not as people say, we are paying so much not for evil deeds of evil doersbut for the idleness and inactivity of the well meaning people of the world because they are not moving sufficiently in thematters that are of importance. Also, we should remember that peace is not absence of war but the presence of justice. Wehave to secure justice throughout the world and then there will be peace. All these gross inequalities which are cause ofanger, cause of hatred, cause of conflict, they can be avoided if we think in terms of justice. So let us all work together forworld where there is peace, where there is justice, where there is obedience to International Law. Let us teach our childrento do so and worked up the totality of right thinking opinion throughout the world. As so often been said that ‘The superpower of future will not be the super powers that have military power. The super power of the future will be the united forceof the public opinion of the right thinking people of the World’. Thank you--16--
