Hon’ble Mr H.R. Bhardwaj, Union Ministerfor Law & Justices, Government of Indiawho inaugurated the 5th InternationalConference as Chief Guest speaking toMr Jagdish Gandhileaders emphasized on lesser important issues that suited their individual countries.When the children’s heart-rending appeal to safeguard their future failed to elicit a positiveresponse from the United Nations and the political leadership, I, as the self appointedguardian of the welfare of world’s children, was deeply disturbed and could not decidewhom to approach next.I then discussed the children’s issue with Hon’ble members of judiciary in which ittranspired that the provisions of Article 51clause (c) of the Constitution of India, may actas a beacon for cooperation, co-existence, world unity and world peace which alonecan safeguard the future of world’s children.After such consultation, I first convened a Roundtable Conference on Article 51 of the Constitution of India on 14thJanuary 2001 which was inaugurated by Hon’ble Mr Justice Syed Saghir Ahmed, former Judge of the Supreme Court ofIndia, to consider the issue. Thus began a series of deliberations.Then I approached Hon’ble Mr Justice R. S. Pathak, former Chief Justice of India, former Judge, International Court ofJustice, Member, Permanent Court of Arbitration (The Hague) and Hony. Member of the Bench, Gray’s Inn, London anddiscussed the issue of mobilizing the support of the world judiciary for the children’s cause. Mr Justice Pathak admittedthat the judgements of the International Court of Justice were often ignored. This brought out the facts of non-enforceabilityof present international laws and the urgent need for ‘Enforceable International Laws’ which only a legally-constitutedWorld Parliament can enact.Under the patronage of Mr Justice Pathak, a national-level Seminar on Article 51 of the Constitution of India was convenedon 25th February 2001. Speakers enthusiastically supported the children’s Right to a Safe Future and the need for a‘New International Political and Economic Order’.The success of the national-level seminar inspired me to convene the 1st International Conference on Article 51 of theConstitution of India which was held on 6th May 2001.The heartening response from the international judicial fraternity reassured all about the support for the children’s causeamong the world judiciary. The point was, how to translate this support into a movement. Since the Chief Justice of a Stateis the head of its Judicial wing and commands a respectable position vis-a-vis the head of its Executive wing or theLegislative wing, it was decided to appeal directly to Chief Justices of the World. Therefore, I convened the 2nd InternationalConference of Chief Justices of the World on Article 51 of the Constitution of India on 23rd December 2001 and then the3rd and 4th International Conference of Chief Justices of the World on Article 51(c) of the Constitution of India held from6th to 8th December 2002 and from 12th to 14th December, 2003, respectively, in which Chief Justices, Ministers of Lawand Justice and protagonist of peace participated. They supported the call of students of CMS, on behalf of world’s 2billion children, for constituting a duly constituted World Parliament for enacting enforceable international law, so that aNew International Political and Economic order may emerge and future of worlds children born and yet to be born issafeguarded.As we all know the United Nations has also failed to fulfil the objectives for which it was primarily formed. In the five anda half decades of its existence, the UNO has seen more people die in numerous wars all over the world, than had died inboth the world wars combined. The UNO also saw the nuclear countries build up massive stockpiles of nuclear weapons,said to be over 36,000 warheads strong. Moreover, 80 countries have also stockpiled chemical and biological weapons.Even though the UNO has many achievements to its credit, in the ultimate analysis, one has to admit that it has fallen farshort of the expectations of its founding fathers, as the basic need for a civilized society is peace and a safe future forchildren. Afghanistan and Iraq have witnessed horrible torture. This can never be overlooked, the whole world is aghast.--4--
