5th International Conference of Chief Justices of the World.Address byHon’ble Dr. Justice Armando Bermeo CastilloChairman, First Labour & Social Court, Supreme Court of EcuadorThe application of the international principles related with the ideals of peace, mutualrespect and comprehension established in the United Nations Charter as well as in theUnited Nations Educational, Scientific and Cultural Organization (UNESCO) Constitutionhas signified important efforts form this and other instances to inspire present andfuture generations to carry-out an active role in the creation of a more human, just, freeand prosperous world apart from war and violence, as an essential objective of a Peacebased World Civilization.Respect, for both human rights and peace is tightly related but manifested more as adream in a world subjected to a reality of violence, environmental destruction and war,where peace weakens, human rights are marginalised and ride roughshod over and thesignificant and evident advances in science, technology and communications, many times, become estranged of their mainpurpose of progress and benefit for mankind, to become a serious threat of destruction and manipulation.The road towards a Culture of Peace requires facing every manifestation of violence, disrespect of human rights and socialinjustice in each and every realm of human interrelation since all of them go beyond our national, labour, personal and familyborders; understanding, in this last case, that the family is the core of society and the initial growth and developmentenvironment of the individual, where children find their first referrals for coexisting, well-being and protection.I strongly believe that participating over an IDEA whose time has come, as requested by the children of the world,according to the Lucknow Declaration adopted on December the 14th. 2003 by the IV International Conference ofSupreme Court Chief Justices of the World, reasserts our compromise with childhood and adolescence, having as aframework the Convention on the Rights of the Child, the main instrument of international protection, massively ratifiedsince 1989, in all its comprehensive group of regulations regarding children being the holders of rights, mainly health, wellbeing,education and recreation within a loving, comprehensive and happy surroundings.Being here means identify, share and impel initiatives for the strengthening of International Law towards safeguarding thefuture of the children of the world considering that their development, protection and well-being are not guaranteed neitherwith political nor economical agreements but with strong commitments of permanent and constant action executed by everycountry whose basic condition will be the dignity of life.Ratification of the Convention on the Rights of the Child by 192 countries, being the framework of administrative, legal,methodological and national legal systems transformation in each and every subscribing countries within their own socioeconomic,cultural and historical realities, leads us to meditate, in this moments, about the effectiveness of its applicability,under a new and revolutionary perspective of the traditional idea of childhood, that hasgenerated the search of new methods to empower the integral and unrestricted care ofchildren, both, as holders of rights and of duties.Hon’ble Dr. Justice Armando BermeoCastillo of Ecuador (extreme left)addressing the Press ConferenceHon’ble Dr. Justice Armando BermeoCastillo, Chairman, First Labour & SocialCourt, Ecuador addressing the ConferenceThe Plan of Action of an “appropriate world for children”, of the Especial Session of theGeneral Assembly of the United Nations in favour of the infancy taken place in 2002pursue, the best foundation of future life for the children, access to a quality basiceducation and creation of opportunities for development of their individual capacity,between other 21 goals of progressive accomplishment for the next ten years.--45--
