And I congratulate <strong>the</strong> City MontessoriSchool for hav<strong>in</strong>g chosen <strong>the</strong> Enforceability <strong>of</strong> International Law as <strong>the</strong> <strong>the</strong>me for thisyear’s Conference.The world scenario <strong>in</strong> <strong>the</strong> wake <strong>of</strong> 9/11 looks very break. Almost everyday we arehear<strong>in</strong>g <strong>of</strong> wars and terrorist attacks which are br<strong>in</strong>g<strong>in</strong>g untold destruction <strong>in</strong> <strong>the</strong>ir wake.These wars and terrorist attacks represent a threat to <strong>the</strong> very existence <strong>of</strong> mank<strong>in</strong>d.What is more important, however, is <strong>the</strong> fact that <strong>the</strong>y have highlighted both <strong>the</strong> need forreform at <strong>the</strong> United Nations and <strong>the</strong> need to give more teeth to <strong>in</strong>ternational law. Iunderstand that previous Conferences have debated <strong>the</strong> need for a World Parliamentwith a remit to enact enforceable <strong>in</strong>ternational law for <strong>all</strong> countries <strong>of</strong> <strong>the</strong> world. I believeHon’ble Madam Justice Hima Nal<strong>in</strong>iMatadeen, Judge <strong>of</strong> <strong>the</strong> Supreme Court<strong>of</strong> <strong>the</strong> Republic <strong>of</strong> Mauritius address<strong>in</strong>g<strong>the</strong> Conference<strong>the</strong> time has now come for each State to surrender part <strong>of</strong> its sovereignty-as <strong>the</strong> European States have already done-if wewant to ensure peace, security and stability for <strong>the</strong> generations to come, if we want to halt <strong>the</strong> massive stockpil<strong>in</strong>g <strong>of</strong> nuclearweapons and o<strong>the</strong>r weapons <strong>of</strong> mass destruction, if we want to prevent <strong>the</strong> alarm<strong>in</strong>g rise <strong>in</strong> pollution levels, if we want toarrest <strong>the</strong> ever-widen<strong>in</strong>g ecological imbalance.As responsible citizens <strong>of</strong> <strong>the</strong> world, it is our duty to see to it that measures are taken to safeguard <strong>the</strong> future <strong>of</strong> <strong>all</strong> children,born and yet unborn. Children <strong>the</strong> world over should aspire to <strong>the</strong> same rights, and it isour duty to stand up and speak for those who are deprived <strong>of</strong> those rights and who areleast able to speak for <strong>the</strong>mselves. Our Republic attaches great importance to protection<strong>of</strong> children’s rights as <strong>the</strong>y are <strong>the</strong> future <strong>of</strong> society.Azerbaijan Republic ratified <strong>the</strong> “Convention on Rights <strong>of</strong> <strong>the</strong> Child” on July 21st 1992and # 236. The President <strong>of</strong> Azerbaijan Republic signed two facultative Protocols-“Attach<strong>in</strong>g <strong>of</strong> children to armed conflict” and “Child traffic, prostitute and pornography”<strong>of</strong> “Convention on Rights <strong>of</strong> <strong>the</strong> Child” <strong>in</strong> Millennium Summit <strong>of</strong> UNO held on September6-8th 2000 <strong>in</strong> New-York.Republic signed Global Declaration “About provision <strong>of</strong> liv<strong>in</strong>g, defense and development<strong>of</strong> children” accepted <strong>in</strong> global meet<strong>in</strong>g <strong>in</strong> 1993 held <strong>in</strong> high level for <strong>in</strong>terests <strong>of</strong> ChildrenHon’ble Mr Justice Farhad Aliyev, Judge<strong>of</strong> <strong>the</strong> Supreme Court <strong>of</strong> <strong>the</strong> Republic <strong>of</strong>Azerbaijan address<strong>in</strong>g <strong>the</strong> Conference<strong>in</strong> UNO on September 30th 1990. Initial periodical report about child rights <strong>in</strong> Azerbaijan was submitted <strong>in</strong> 15th session <strong>of</strong>UN Committee for Children’s Rights <strong>in</strong> June 1997. Azerbaijan took active part <strong>in</strong> special session (New-York, May 2002)dedicated to discussion <strong>of</strong> perform<strong>in</strong>g <strong>of</strong> decisions <strong>of</strong> high-level world-wide meet<strong>in</strong>g held <strong>in</strong> <strong>in</strong>terests <strong>of</strong> Children, at <strong>the</strong>General Assembly <strong>of</strong> UNO.Azerbaijan jo<strong>in</strong>ed Convention number 182 about abolition <strong>of</strong> worst forms <strong>of</strong> child labor and Recommendation number 190with <strong>the</strong> same name and Hague Convention about International adoption <strong>in</strong> 2004.Matters concern<strong>in</strong>g social and legal protection <strong>of</strong> children <strong>in</strong> Republic are guaranteed by <strong>the</strong> Constitution, law aboutcitizenship, law about legal condition <strong>of</strong> Foreign citizens, law about State youth policy, Labor Code, Civil Code, Marriageand family code and some o<strong>the</strong>r legislation and normative-legal acts <strong>of</strong> Azerbaijan Republic.Labor Code covers acceptance <strong>of</strong> underage children to work, <strong>the</strong>ir right to rest, duration <strong>of</strong> <strong>the</strong>ir workday and provision<strong>of</strong> employment <strong>of</strong> youths and protection <strong>of</strong> <strong>the</strong>ir <strong>in</strong>terests <strong>in</strong> labor active field.Civil Code <strong>of</strong> Azerbaijan Republic considers protection <strong>of</strong> <strong>in</strong>terests <strong>of</strong> children and determ<strong>in</strong>ation <strong>of</strong> underage, coversresponsibility matters for property and material loss damaged by children and underage.Legislation and normative-legal acts concern<strong>in</strong>g with child rights <strong>in</strong> our Republic are <strong>in</strong>cluded as <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g: law dated19.05.1998 on “Children’s Rights”, law dated 22.06.1999 on “About social protection <strong>of</strong> children who lost <strong>the</strong>ir parentsor parents protection”, law dated 31.05.2002 on “About confirmation <strong>of</strong> Regulations about commissions for matters andprotection <strong>of</strong> underage”, law dated 17.06.2003 on “About feed<strong>in</strong>g <strong>of</strong> babies and underage children”, President’s declarationdated 10.01.1992 on “About additional arrangements to families hav<strong>in</strong>g four or more children”, order dated 18.01.2001<strong>of</strong> <strong>the</strong> President on “About <strong>in</strong>creas<strong>in</strong>g <strong>of</strong> means paid to persons be<strong>in</strong>g <strong>in</strong> half payment social holiday for service to child”,President’s order dated 04.07.2001 on “Hold<strong>in</strong>g <strong>in</strong>ternational ten-year (2001-2010) aga<strong>in</strong>st forcible <strong>in</strong> relation to Peaceculture <strong>in</strong> Azerbaijan Republic and world children”, decision <strong>of</strong> Chamber <strong>of</strong> M<strong>in</strong>isters dated 07.11.2001 on “Improvement<strong>of</strong> arrangements for social defense <strong>of</strong> children lost <strong>the</strong>ir parents or parents protection”, decision <strong>of</strong> Chamber <strong>of</strong> M<strong>in</strong>istersdated 14.04.2003 on “Arrangements <strong>of</strong> plan concern<strong>in</strong>g with solv<strong>in</strong>g <strong>of</strong> problems <strong>of</strong> homeless children”.Law on “Children’s Rights” <strong>of</strong> Azerbaijan Republic was passed on May 19th 1998. Law on “Children’s Rights” was madeunder <strong>in</strong>ternational documents, especi<strong>all</strong>y Declaration “on Human Rights” (1948), Child rights Declaration (1959), Childrights Convention <strong>of</strong> UNO (1989), UN Declaration for liv<strong>in</strong>g, protection and development <strong>of</strong> Children (1990).
