Rehabilitation <strong>of</strong> prisoners is carried out by art circles (drama,chorus, danc<strong>in</strong>g). Children <strong>in</strong> isolated places are subject to act <strong>of</strong> grace.State education <strong>in</strong>stitutions and NGO carried out enlighten matters related to elucidat<strong>in</strong>g right <strong>of</strong> children and decreas<strong>in</strong>gprobability <strong>of</strong> subject<strong>in</strong>g to cruel treatment or humiliation among children. Human communication is <strong>the</strong> ultimate value.However, this can turn <strong>in</strong>to a major problem. There are problems <strong>of</strong> one person. It don’tmatter, whe<strong>the</strong>r those are problems <strong>of</strong> an adult or a child – <strong>the</strong>y are equ<strong>all</strong>y importantand should be treated equ<strong>all</strong>y. In <strong>the</strong> case <strong>of</strong> an adult, it is <strong>the</strong> responsibility that is immense.The adult is responsible for <strong>the</strong> problems <strong>of</strong> both, <strong>the</strong> grown-ups and children, and <strong>the</strong>solution <strong>of</strong> those problems. Some <strong>of</strong> <strong>the</strong> issues may be resolved by <strong>the</strong> effort <strong>of</strong> a child,o<strong>the</strong>rs – by his or her parents, while still o<strong>the</strong>rs – only by <strong>the</strong> comb<strong>in</strong>ed effort <strong>of</strong> globalcommunities.All <strong>the</strong> problems that concern us <strong>all</strong> – whe<strong>the</strong>r <strong>the</strong>y are objective or subjectively createdby ourselves, must be resolved by jo<strong>in</strong>t effort. Care <strong>of</strong> children, and <strong>the</strong> survival <strong>of</strong>mank<strong>in</strong>d, are issues <strong>of</strong> essenti<strong>all</strong>y equal importance. The present threats are obvious – <strong>the</strong> danger to perish physic<strong>all</strong>y ordestroy ourselves mor<strong>all</strong>y. This entails unrestra<strong>in</strong>ed violence, <strong>in</strong>clud<strong>in</strong>g cruelty to children and with children, open denunciation<strong>of</strong> life, willfulness capable <strong>of</strong> underm<strong>in</strong><strong>in</strong>g democracy, economic development at <strong>the</strong> expense <strong>of</strong> healthy environment,unreasonable and unjustifiable <strong>in</strong>vasion <strong>in</strong>to spiritual life, and so on.Our behaviour is controversial enough. On <strong>the</strong> one hand, we claim be<strong>in</strong>g concerned about every person, from old to sm<strong>all</strong>,from liv<strong>in</strong>g now to those yet to be born, while on <strong>the</strong> o<strong>the</strong>r – we are develop<strong>in</strong>g weapons and technologies, capable <strong>of</strong>wip<strong>in</strong>g out those values with<strong>in</strong> a second. We are say<strong>in</strong>g that uncontrolled power must be restra<strong>in</strong>ed, but quite probably wehave already stopped notic<strong>in</strong>g that violence has turned <strong>in</strong>to an omnipresent phenomenon. We have, <strong>in</strong> a way, got used to awhole range <strong>of</strong> those evils. I fully agree with <strong>the</strong> op<strong>in</strong>ion that fight aga<strong>in</strong>st <strong>the</strong>m is mostly turn<strong>in</strong>g <strong>in</strong>to a demonstration or ahypocritical expression <strong>of</strong> concern.We, as lawyers, are well aware that law exists, even if not expressed <strong>in</strong> words or written down. People simply know, whatk<strong>in</strong>d <strong>of</strong> behaviour is good and sensible. Law is precisely that – but those are rules govern<strong>in</strong>g relations among people. Therealso exist rules to govern relations between societies, but <strong>the</strong>y don’t operate. Law, as a virtue, loses its mean<strong>in</strong>g. Alongside,<strong>the</strong>re exists unlawfulness, <strong>the</strong> threats <strong>of</strong> which I have already mentioned. Its presence is not easily seen. Why is it soresilient? It is because it simply persists. Such malevolent persistence should be countered with due response.The nations <strong>of</strong> <strong>the</strong> world f<strong>in</strong>d it quite difficult to agree over action and over jo<strong>in</strong>t action. This quite <strong>of</strong>ten hides a stronger orlesser egoism. This egoism must be overcome by a different k<strong>in</strong>d <strong>of</strong> egoism – concern over humanity as about oneself,concern over children, as about one’s own future.The <strong>in</strong>ternational law, as an agreement over a whole range <strong>of</strong> issues, exists as an idea. To say a word, however, is easy.Even a great number <strong>of</strong> speakers do not <strong>of</strong>ten f<strong>in</strong>d it difficult to agree over <strong>the</strong> mean<strong>in</strong>g <strong>of</strong> an idea. But it doesn’t operate <strong>in</strong>itself. Are we will<strong>in</strong>g and capable <strong>of</strong> mak<strong>in</strong>g <strong>the</strong> law effective? A wish to say a word should be supported by an <strong>in</strong>tention t<strong>of</strong>ulfil what we are express<strong>in</strong>g <strong>in</strong> words. O<strong>the</strong>rwise, <strong>the</strong> words are not s<strong>in</strong>cere.
