Competition and tournament of children in isolating place with children from “common”education institutions were hold with support of this council. Rehabilitation of prisoners is carried out by art circles (drama,chorus, dancing). Children in isolated places are subject to act of grace.State education institutions and NGO carried out enlighten matters related to elucidating right of children and decreasingprobability of subjecting to cruel treatment or humiliation among children. Also scientific and research center of Ministry ofYouth, Sport and Tourism works on forming proper researches related to problems of Youth. Education course (one year)is also formed on child/youth problems. Ministry also plans to hold measures of discussion and analyses on act violenceproblem against children this year. NGO named “development center” prepare performance named “free life from violence”to form public opinion. At this supremely dangerous moment in the human history, theonly way of salvation for mankind is the Indian way — Emperor Ashoka's andMahatma Gandhi's principles of non-violence and Shri Ram Krishna'stestimony to the harmony of religions. Human communication is the ultimate value.However, this can turn into a major problem. There are problems of one person. It don’tmatter, whether those are problems of an adult or a child – they are equally importantand should be treated equally. In the case of an adult, it is the responsibility that is immense.The adult is responsible for the problems of both, the grown-ups and children, and thesolution of those problems. Some of the issues may be resolved by the effort of a child,others – by his or her parents, while still others – only by the combined effort of globalcommunities.All the problems that concern us all – whether they are objective or subjectively createdby ourselves, must be resolved by joint effort. Care of children, and the survival ofmankind, are issues of essentially equal importance. The present threats are obvious – the danger to perish physically ordestroy ourselves morally. This entails unrestrained violence, including cruelty to children and with children, open denunciationof life, willfulness capable of undermining democracy, economic development at the expense of healthy environment,unreasonable and unjustifiable invasion into spiritual life, and so on.Our behaviour is controversial enough. On the one hand, we claim being concerned about every person, from old to small,from living now to those yet to be born, while on the other – we are developing weapons and technologies, capable ofwiping out those values within a second. We are saying that uncontrolled power must be restrained, but quite probably wehave already stopped noticing that violence has turned into an omnipresent phenomenon. We have, in a way, got used to awhole range of those evils. I fully agree with the opinion that fight against them is mostly turning into a demonstration or ahypocritical expression of concern.We, as lawyers, are well aware that law exists, even if not expressed in words or written down. People simply know, whatkind of behaviour is good and sensible. Law is precisely that – but those are rules governing relations among people. Therealso exist rules to govern relations between societies, but they don’t operate. Law, as a virtue, loses its meaning. Alongside,there exists unlawfulness, the threats of which I have already mentioned. Its presence is not easily seen. Why is it soresilient? It is because it simply persists. Such malevolent persistence should be countered with due response.The nations of the world find it quite difficult to agree over action and over joint action. This quite often hides a stronger orlesser egoism. This egoism must be overcome by a different kind of egoism – concern over humanity as about oneself,concern over children, as about one’s own future.The international law, as an agreement over a whole range of issues, exists as an idea. To say a word, however, is easy.Even a great number of speakers do not often find it difficult to agree over the meaning of an idea. But it doesn’t operate initself. Are we willing and capable of making the law effective? A wish to say a word should be supported by an intention tofulfil what we are expressing in words. Otherwise, the words are not sincere. Then it is neither justice, nor truth, nor virtue – then it is only a product for the sakeof show-off, or, to put it bluntly – a toy. In order to turn into a real virtue, it must besupported by strength – its effectiveness. Somebody once said that a man, who hadnothing childish left in him, should be pitied. I don’t believe that this includes law as a toy.Let’s stop being adults, who think that we are helping humanity and children, as ourfuture, though in reality are just playing with toys, only us ourselves can enjoy.--71--
