MukwayaM<strong>in</strong>ister <strong>of</strong> Justice and Constitutional Affairs, Government <strong>of</strong> Uganda[Hon’ble M<strong>in</strong>ister <strong>of</strong> Justice <strong>of</strong> Uganda was held up ow<strong>in</strong>g to unavoidable reasons. However, address <strong>of</strong> <strong>the</strong> Hon’ble M<strong>in</strong>ister, received<strong>in</strong> advance is be<strong>in</strong>g published]It gives me great honour and pleasure to be <strong>in</strong>vited to attend and address this augustConference for <strong>the</strong> third time <strong>in</strong> succession. On behalf <strong>of</strong> my government I would like toexpress my gratitude to <strong>the</strong> conveners <strong>of</strong> <strong>the</strong> Conference for always <strong>in</strong>vit<strong>in</strong>g Ugandanlum<strong>in</strong>aries to participate at <strong>the</strong> highest level. This gesture is a sign <strong>of</strong> <strong>the</strong> good and excellentrelationship between <strong>the</strong> peoples and governments <strong>of</strong> <strong>the</strong> two Countries. It is thusimportant from <strong>the</strong> outset to <strong>of</strong>fici<strong>all</strong>y deliver <strong>the</strong> special greet<strong>in</strong>gs from H.E. The President<strong>of</strong> Uganda to H.E. The Prime M<strong>in</strong>ister <strong>of</strong> India and from <strong>the</strong> government and people <strong>of</strong>Uganda to <strong>the</strong>ir counter parts <strong>in</strong> India.The <strong>the</strong>me <strong>of</strong> this year’s Conference rema<strong>in</strong>s vital to <strong>the</strong> atta<strong>in</strong>ment <strong>of</strong> peace anddevelopment for <strong>all</strong> <strong>the</strong> countries <strong>of</strong> <strong>the</strong> World, rich and poor, big and sm<strong>all</strong> and weakHon’ble Ms Janat B. Mukwaya, M<strong>in</strong>ister<strong>of</strong> Justice and Constitutional Affairs,Government <strong>of</strong> Uganda address<strong>in</strong>g <strong>the</strong>4th Conferenceand powerful. It is <strong>in</strong>deed true and correct to state aga<strong>in</strong> and aga<strong>in</strong> that <strong>the</strong> enforceability <strong>of</strong> International Law is <strong>the</strong> need<strong>of</strong> <strong>the</strong> hour whose time has come. A great deal <strong>of</strong> <strong>in</strong>ternational treaties, conventions, charters and declarations have beenmade by countries and governments. A lot <strong>of</strong> resources and time have been spent and a lot <strong>of</strong> documents have beenproduced to establish enforceable International Law. It is <strong>the</strong>refore logical and sensible to have <strong>all</strong> <strong>the</strong> treaties and normsthat constitute International Law enforced as an outcome that has impact to <strong>the</strong> lives <strong>of</strong> <strong>the</strong> people <strong>of</strong> <strong>the</strong> World. This po<strong>in</strong>tcannot be made and implemented if <strong>the</strong> children as <strong>the</strong> future generation are to benefit from efforts <strong>of</strong> this conference.I would like to pay tribute to <strong>the</strong> conveners <strong>of</strong> <strong>the</strong> Conference for <strong>the</strong>ir determ<strong>in</strong>ation, belief, courage, competence andconfidence <strong>in</strong> <strong>the</strong> pursuit <strong>of</strong> <strong>the</strong> great idea <strong>of</strong> peace <strong>in</strong> <strong>the</strong> world founded on enforceable International Law. This vision <strong>of</strong>fers<strong>the</strong> best w<strong>in</strong>-w<strong>in</strong> situation for <strong>all</strong> <strong>the</strong> peoples <strong>of</strong> <strong>the</strong> world especi<strong>all</strong>y <strong>the</strong> children whom we wish to never experience <strong>the</strong>tragedies <strong>of</strong> wars that have ravaged <strong>the</strong> world <strong>in</strong> <strong>the</strong> past and are still go<strong>in</strong>g on <strong>in</strong> many countries. We need <strong>the</strong> convictionthat this conference can trigger a series <strong>of</strong> actions that can lead to <strong>the</strong> achievement <strong>of</strong> this noble cause.The role <strong>of</strong> <strong>the</strong> Judiciary as an <strong>in</strong>stitution and <strong>the</strong> <strong>Judges</strong> is very critical to <strong>the</strong> realization <strong>of</strong> enforceable International Law <strong>in</strong><strong>the</strong> world. As a third arm <strong>of</strong> government that enjoys <strong>in</strong>dependence <strong>in</strong> <strong>the</strong>ir work, and managed by highly qualified pr<strong>of</strong>essionalswith similar pr<strong>in</strong>ciples, <strong>the</strong> judiciary is <strong>in</strong> a very good position to enforce <strong>in</strong>ternational law and norms <strong>in</strong> <strong>all</strong> countries <strong>in</strong> <strong>the</strong>normal course <strong>of</strong> <strong>the</strong>ir work. I <strong>the</strong>refore appeal to <strong>the</strong> <strong>Chief</strong> <strong>Justices</strong> and <strong>Judges</strong> here present to put <strong>the</strong> <strong>the</strong>me <strong>of</strong> thisconference <strong>in</strong> practice and spread <strong>the</strong> message to <strong>all</strong> <strong>the</strong>ir colleagues. <strong>Judges</strong> do have a lot <strong>of</strong> power that can make apositive difference to <strong>the</strong> development <strong>of</strong> enforceability <strong>of</strong> <strong>in</strong>ternational law <strong>in</strong> <strong>all</strong> countries.It is <strong>of</strong> great <strong>in</strong>terest to me that this conference, as an annual event, should put <strong>in</strong> place work plans with targets that can bemonitored and evaluated periodic<strong>all</strong>y. This will help us to measure progress and achievements and address <strong>the</strong> ch<strong>all</strong>engesthat affect enforceability <strong>of</strong> International Law as <strong>the</strong> idea whose time has come. My government is committed to <strong>the</strong>observance <strong>of</strong> International Law and supports <strong>the</strong> <strong>in</strong>itiatives <strong>of</strong> Mr Jagdish Gandhi and <strong>all</strong> his colleagues and <strong>the</strong> Children<strong>of</strong> City Montessori School.In conclusion <strong>all</strong>ow me to appeal to <strong>all</strong> <strong>the</strong> participants <strong>of</strong> this Conference to give support to this cause for <strong>the</strong> good <strong>of</strong> futuregenerations. The reforms be<strong>in</strong>g considered at <strong>the</strong> United Nations should be enhanced to help realize peace and tranquility<strong>in</strong> <strong>all</strong> countries <strong>of</strong> <strong>the</strong> world. I am hopeful that our efforts from this conference will be rewarded.--93--
