However, address of the Hon’ble Minister, receivedin advance is being published]It gives me great honour and pleasure to be invited to attend and address this augustConference for the third time in succession. On behalf of my government I would like toexpress my gratitude to the conveners of the Conference for always inviting Ugandanluminaries to participate at the highest level. This gesture is a sign of the good and excellentrelationship between the peoples and governments of the two Countries. It is thusimportant from the outset to officially deliver the special greetings from H.E. The Presidentof Uganda to H.E. The Prime Minister of India and from the government and people ofUganda to their counter parts in India.The theme of this year’s Conference remains vital to the attainment of peace anddevelopment for all the countries of the World, rich and poor, big and small and weakHon’ble Ms Janat B. Mukwaya, Ministerof Justice and Constitutional Affairs,Government of Uganda addressing the4th Conferenceand powerful. It is indeed true and correct to state again and again that the enforceability of International Law is the needof the hour whose time has come. A great deal of international treaties, conventions, charters and declarations have beenmade by countries and governments. A lot of resources and time have been spent and a lot of documents have beenproduced to establish enforceable International Law. It is therefore logical and sensible to have all the treaties and normsthat constitute International Law enforced as an outcome that has impact to the lives of the people of the World. This pointcannot be made and implemented if the children as the future generation are to benefit from efforts of this conference.I would like to pay tribute to the conveners of the Conference for their determination, belief, courage, competence andconfidence in the pursuit of the great idea of peace in the world founded on enforceable International Law. This vision offersthe best win-win situation for all the peoples of the world especially the children whom we wish to never experience thetragedies of wars that have ravaged the world in the past and are still going on in many countries. We need the convictionthat this conference can trigger a series of actions that can lead to the achievement of this noble cause.The role of the Judiciary as an institution and the Judges is very critical to the realization of enforceable International Law inthe world. As a third arm of government that enjoys independence in their work, and managed by highly qualified professionalswith similar principles, the judiciary is in a very good position to enforce international law and norms in all countries in thenormal course of their work. I therefore appeal to the Chief Justices and Judges here present to put the theme of thisconference in practice and spread the message to all their colleagues. Judges do have a lot of power that can make apositive difference to the development of enforceability of international law in all countries.It is of great interest to me that this conference, as an annual event, should put in place work plans with targets that can bemonitored and evaluated periodically. This will help us to measure progress and achievements and address the challengesthat affect enforceability of International Law as the idea whose time has come. My government is committed to theobservance of International Law and supports the initiatives of Mr Jagdish Gandhi and all his colleagues and the Childrenof City Montessori School.In conclusion allow me to appeal to all the participants of this Conference to give support to this cause for the good of futuregenerations. The reforms being considered at the United Nations should be enhanced to help realize peace and tranquilityin all countries of the world. I am hopeful that our efforts from this conference will be rewarded.--93--
