PrinceAbdullah Bin Abdul Aziz, the Crown Prince and their wishes of grand success for yourconference activities to achieve its noble goals.I would like to convey also to your honorable conference the cordial greetings andwishes of continued success of H.E. the Minister of Justice of the Kingdom of Saudi Arabia who honored me and mycolleagues to attend on his behalf and participate in the conference activities.We meet today in this friendly country with a feeling of bitterness of pain towards what the world is suffering from bloodyevents and terrible scourges which resulted from wars, injustice and oppression added to threats of terrorism, violence andviolation of human rights, this bitter reality which is lack of the minimum forms of justice; while justice is considered the mostnoble human values and principle. Justice is the fundamental of truth, on which heaven and earth are founded, or even allcreation and all we see in the existence of consistency, harmony and life is only because of the organization and balance insuitable range and justice made by Allah.So in all human civilizations justice is considered the measure for their survival or death, and their ladder conveying them topersistence, progress, development and prosperity.Since all humanity agree on the necessity of spreading justice between people, Islam gave it special priority; in fact, the mainpurpose of Islamic law is the establishment of justice in all life aspects, the Holy Qur’an which in fact the constitution ofIslam, included a lot of texts calling and commanding for justice and denying and forbidding injustice. The holy Qur’an says:“Allah commands justice, the doing of good”. In Islam the concept of justice is more comprehensive than mere judgmentbetween people, verily justice is commanded for in all aspects of life both in man’s relation with his creator, or relation withhimself or his relation with others.Among the terms of justice in Islam is that it forbids all forms of injustice, aggression, and rebellion; in the Sunna the sayingsof the prophet Allah never do injustice and of course He forbids us to do injustice to each other. Islam’s approach is thatinjustice is forbidden for all mankind whatsoever their religion, races, classes or levelsmay be. Truth in Islam always overwhelms but never been overwhelmed. Allah says inQur’an: “ And let not the hatred of others to you make you swerve to wrong and departfrom justice. Be just: that is next to piety.” Of the features of justice in Islam and itsprotection of rights of the human granted him by Allah is its unique respect of the humansoul, it forbids unjust killing; the Holy Qur’an says: “if any one slew a person, unless it befor murder, or for spreading mischief in the land - it would be as if he slew the wholepeople. The Kingdom all cooperated with the world community to ensureestablishing and realization of the values of peace and justice and has ratified variousinternational conventions serving this noble value, aiming for a world free of wars, hatred,disputes and discrimination, stressing that Islam denies terrorism and violence and itregards them as forbidden deeds contradicting Islamic laws and rules which call formoderation, and forbid transgression against self, honour, mind, and money, they call forinternational cooperation for eradication and elimination of terrorism and establishingjustice and oppression of injustice. The Kingdom’s response to your kind invitation is areal contribution with your efforts to create a unified vision for the world justice, securityI praise the concern of the conference convener, Founder Manager, City Montessori School, Mr Jagdish Gandhi with theeducation of children aiming to create an unique educational environment for the future generations, I would like to stresshere the concern of the government of the Custodian of the Two Holy Mosques and his Crown Prince of education in theKingdom as Islam calls for education and the Holy Qur’an and Prophet (Sunna) sayings all commanded for protectingmind from the darkness of ignorance and taking it to the light of knowledge and education, the Kingdom also offered freeeducation in various stages and education of the youth according to the Islamic principles and teachings which care forgood education of the child who is regarded as the man of future. Care for the child starts earlier even before his birth, bythe call for taking great care of wise selection of the good spouses as that ensures realization of the most noble target behindmarriage i.e. preparation of the good generation capable of realizing progress and development of the nation.Verily young generation desperately needs further scientific, psychological, and social care and most importantly tobe furthered from the woes of wars and threats of ignorance, famines and ideological extremism and religious voidness andthat the child should live in right school and family caring atmospheres, to avoid and fate that ended - as everyone remembers- with children to the refugees like which had resulted of the World War 2, as stated in some combative studies on thematter.In the light of your conference concern to enact and create an international law for the world to contribute in combatingagainst crime and realize security and peace, I would like to stress here the Kingdom’s continuing efforts to achieve thisnoble target through its application of the principles of Islamic teachings which came with strict rules to deter those whodisturb security, these laws were based on general mercy, and superior interest is favoured i.e. it is the mercy collateral tojustice in Islamic law. For this reason, - from the aspect of precaution- some penalties and deterrents have been prescribed- in conform with crime reality and the situation threats of the criminal, while ensuring all necessary guarantees for trial, andmaintaining the rights of the accused. For more care in this respect the Kingdom of Saudi Arabia had recently issued anumber of Judicial laws: The Law of Criminal Procedures. The Law of Procedure before the Shari’ a Courts, andthe Code of Law Practice. All these assure access to justice and maintain security and prosperity for all. Added to thatthe Kingdom of Saudi Arabia works in cooperation with the world community for all thatensures realization of peace, security, stability and development.Lastly I repeat that the Kingdom of Saudi Arabia is honoured by your kind invitation,appreciating to Mr Jagdish Gandhi the Convener 5th International Conference, and hisrespected colleagues for the warm reception and hospitality extended to us, wishing allthe best for your good efforts in serving humanity to live in the shadow of security andpeace and to be enabled to care and educate its generations in the right secureenvironment.
