Hon’ble Mr Justice J.P. Annandale, Act<strong>in</strong>g<strong>Chief</strong> Justice <strong>of</strong> Swaziland at <strong>the</strong> CivicReception <strong>in</strong> New Delhi organised by <strong>the</strong>Supreme Court Bar Association, IndiaTo be realistic, it will not happen anytime soon. To be practical, one needs to f<strong>in</strong>d aviable solution. It is my most respectful and humble submission to this august ga<strong>the</strong>r<strong>in</strong>gthat <strong>the</strong> solution does not lie <strong>in</strong> resolutions to stop <strong>in</strong>ternational wars, atrocities, pillageand terrorism.A world parliament that can enact <strong>in</strong>ternational law and enforce it as well through aworld court is <strong>the</strong> ideal that we strive to have established. Will <strong>the</strong> powerful nationsrel<strong>in</strong>quish <strong>the</strong>ir vetoes? Is it <strong>the</strong> only solution to reach our common goal? The presentand permanent solution lies hidden with<strong>in</strong> us. Our Creator <strong>in</strong> His supreme wisdom hasendowed each <strong>of</strong> us with a soul and spirit that cannot be ext<strong>in</strong>guished. Man also has <strong>the</strong>bra<strong>in</strong> power that far exceeds <strong>the</strong> most powerful supercomputers, <strong>the</strong> potential <strong>of</strong> whichwe are unable to appreciate. The key lies <strong>in</strong> <strong>the</strong> education <strong>of</strong> children and adults alike to embrace <strong>the</strong> values and norms <strong>of</strong>do<strong>in</strong>g unto o<strong>the</strong>rs as we want <strong>the</strong>m to do to us.It is through this process that <strong>in</strong>ternational law can become enforceable - over those who have been educated to appreciateand desire peace, prosperity and respect. Nations who embrace <strong>the</strong>se values will not only subject <strong>the</strong>mselves to it but willalso enforce it on those who do not. The time has <strong>in</strong>deed come to bequeath our children’s children with a future that wewould like to have for ourselves. We need to realise <strong>the</strong> limits <strong>of</strong> enforceable <strong>in</strong>ternational law and concentrate on thatwhich is susta<strong>in</strong>able and viable, nurture and develop it to its full potential.The protection <strong>of</strong> human rights and <strong>the</strong> environment are but two aspects that squarely fit <strong>in</strong>ternational enforceability.Nations, cultures, and groups who violate <strong>in</strong>ternational legislation on <strong>the</strong>se two issues can be compelled and enforced toadhere to it. The Universal Declaration <strong>of</strong> Human Rights or <strong>the</strong> African Charter cannot be <strong>all</strong>owed to rema<strong>in</strong> imprisoned <strong>in</strong><strong>the</strong> paper on which it is written. The same applies to <strong>the</strong> protection <strong>of</strong> <strong>the</strong> world’s environment. The time has come to enactuniversal legislation by a world parliament which can be univers<strong>all</strong>y policed and enforced.The <strong>in</strong>evitable question is how it is to be enforced. To this, it is my respectful and most humble view that it will not only beenforceable by <strong>the</strong> stronger nations over <strong>the</strong> weaker powers, <strong>all</strong> nations, big and sm<strong>all</strong>,rich and poor, <strong>the</strong> people <strong>of</strong> <strong>the</strong> world must require <strong>of</strong> <strong>all</strong> powers toge<strong>the</strong>r to enforce <strong>the</strong>recalcitrant to comply. When <strong>the</strong> perpetrators are <strong>the</strong> powerful nations <strong>the</strong>mselves, itwill rema<strong>in</strong> a moral <strong>in</strong>dictment by <strong>the</strong> rest <strong>of</strong> <strong>the</strong> world. It is <strong>the</strong>refore that <strong>the</strong> childrenand adults <strong>of</strong> <strong>all</strong> nations need to be educated to appreciate <strong>the</strong> strong moral values andethics <strong>of</strong> respect for o<strong>the</strong>rs. This is a core value that is taught at <strong>the</strong> City MontessoriSchool <strong>in</strong> Lucknow, India. It is <strong>the</strong> transcend<strong>in</strong>g <strong>of</strong> <strong>the</strong>se values, which are taught to anew generation, which leads to this conference, which is held at <strong>the</strong>ir school <strong>in</strong> India. Itis up to us, <strong>the</strong> <strong>Chief</strong> <strong>Justices</strong> and judges <strong>of</strong> <strong>the</strong> world, to embrace <strong>the</strong>ir plea for a betterand safer future. It is our older generation which is obliged to convey <strong>the</strong> message to <strong>the</strong>world: for <strong>the</strong> sake <strong>of</strong> our children’s children, <strong>the</strong> world has to wake up to reality. UnlessHon’ble Mr Justice Jacobus P. Annandale,Act<strong>in</strong>g <strong>Chief</strong> Justice <strong>of</strong> Swaziland at <strong>the</strong>Conference<strong>in</strong>ternational law can be univers<strong>all</strong>y enforced to protect <strong>the</strong> new generations to come, <strong>the</strong> consequences will be too ghastlyto contemplate.There is hope. There is a bright future we pray to God to save us from ourselves. Our faith <strong>in</strong> God is <strong>the</strong> key toour future.The next greatest rapture to <strong>the</strong> love <strong>of</strong> God, is <strong>the</strong> love <strong>of</strong> God <strong>in</strong>men; <strong>the</strong>re, too, one has <strong>the</strong> joy <strong>of</strong> multiplicity.—Sri Aurob<strong>in</strong>do--32--
